1. Area of Expertise

Technical support for country health information systems development specifically on utilizing primarily DHIS2.

2. Purpose of the Consultancy

The Routine Health Information Systems expert will assist the HII team to:

· Provide onsite and offsite technical support to Member States using DHIS2 platform for further integration and strengthening of health programme data

· Develop an integration plan to host existing data pm regional DHIS2 instance for routine data monitoring and evaluation for health SDG, UHC and Healthy Islands Monitoring Framework (HIMF) indicators with regional health data platform data;

· Support other routine health information strengthening initiatives required by HII Team and Member States

3. Background

District Health Information Software (DHIS2) is a customizable, free, and open-source software tool for data collection, validation, analysis, and presentation of aggregate and patient-based statistical data, tailored (but not limited) to integrated health information management activities. Member States have regularly used the regional instance of DHIS2 to report their data to the World Health Organization (WHO), Regional Office for the Western Pacific (WPRO) since 2018. However, there is a strong need to integrate data platforms maintained by HII and develop a clear plan towards maintaining common databases for different use cases.

Furthermore, a number of Member States use DHIS2 either as their routine health management information system or for a specific disease/s and another key part of this role would be to support these Member States to further develop their information system platforms.

4. Work to be performed

Methods to Carry out the Activity

This is a part-time and offsite consultancy with duty travel to Regional Office and Member States when required. The consultant is expected to attend weekly team meetings and other related meetings of HII unit. The average working days is 15 days per month for eight months with a total of 120 working days for the whole contract duration.

The consultant will be required to submit monthly reports on the progress in achieving the outputs and deliverables.

Outputs

The consultant will work under the supervision of HII Coordinator and with other technical programme units to facilitate the following:

Output 1: To develop a plan to integrate existing platforms to capture, store and visualize regional and country data of key indicator frameworks. Deliverable 1.1: Collectively design a system which stores data on a common platform at the back-end and different front end applications for data capture and visualization.

Output 2: To strengthen the data systems on Healthy Islands Monitoring Framework indicators.

Deliverable 2.1: Further refine dashboards and update system as per requirements within the consultancy period.

Output 3: to Regional Office and Member states in strengthening DHIS2 based data systems.

Deliverable 3.1: Keep abreast with DHIS2 development in the region and support Member States for DHIS2 and hosting services.

Deliverable 3.2: To adopt new versions of DHIS2 and standard packages are release to support Member States.

Deliverable 3.3: For the duration of the consultancy, provide health information systems functions of the HII unit.

5. Qualifications, experience, skills and languages

Qualifications Required

Essential: Bachelor level university degree in computer science, programming, data science, and related areas.

Desirable: Master’s degree in computer science, programming, data science, public health, and related areas.

Experience Required

Essential:

- Up to 5 years work experience in health data monitoring, health surveillance, health research, and/or health information systems strengthening with 5 years’ experience in DHIS2 administration, development and management

Desirable:

- Experience in working with countries in the WHO Western Pacific Region is an advantage.

- Experiences in health information systems, health systems or data analysis is an asset.

- Exposure to Electronic Medical Record (EMR) & Civil Registration and Vital Statistics (CRVS) implementations.

- Aware of FHIR inter-operability standards for Health Information data integrations.

Technical Skills & Knowledge

- Expertise in Programming languages like R, Python, Javascript & HTML/CSS

- Strong foundation in working with Databases and SQL

- Knowledge in working with Unix variant of operating systems like Ubuntu

Languages

- Advance written and spoken fluency in English is essential.

- Additional proficiency with any language for countries in the Western Pacific Region is desirable.

7. Place of assignment and percentage of work

• Remote/home-based work (On-site for insurance purposes)

• The consultant is expected to work 3 times a week or a total of 120 days spread-out in eight months.

• Would be required to undertake duty travel to Regional Office or Member States when necessary.

• Must participate in the weekly Team meeting and other important meetings and provide frequent updates on work progress.

8. Travel

The consultant is expected to undertake duty travel (mission) as part of this assignment. Exact dates are subject to agreement with WHO Country Offices and Member State Governments.
