UNICEF Brazil is pioneering the simplified programming agenda, aligned to the UNSDCF and the UNICEF Strategic Plan. This entails three essential steps for the development of a programme rationale: prioritization of deprivations, development of a theory of change and definition of the results and resources framework. For the simplified programming agenda to be a meaningful exercise at country level, UNICEF Brazil will focus on developing an agile and purposeful strategic planning process and country programme framework, anchored in core values and in a people-centred, rights-based approach.

In this context UNICEF Brazil has identified the Rights and Results Based Management (RRBM) learning in action programme as a key opportunity to support programme staff in designing the key products of the simplified programming process while deepening staff and team RRBM competencies and practices. The programme is intended as a practical, hands-on learning journey for staff, that will allow teams to develop a coherent programmatic vision and theory of change for UNICEF Brazil across the different SP Goal Areas.

To this end, UNICEF Brazil is looking to hire a senior consultant, who will design the RRBM simplified learning in action programme, building on available RRBM materials and the simplified agenda. The focus will be on designing and facilitating a hands-on learning curriculum and experience that aligns rights and results in a strategic, operational manner, allowing teams to develop coherent theories of change and programme rationales.

How can you make a difference?

The purpose of the consultancy is to develop and facilitate a Rights and Results Based Management Learning in Action Programme aligned to the UNICEF’s Simplified Programming agenda, with the aim of supporting UNICEF Brazil Programme Team to design a coherent set of Theories of Change and Programme Rationales and to deepen individual and team competencies for its effective roll-out.

Expected results:

The consultant will deliver the following products aligned to the RRBM Concept Note:

  1. RRBM Learning in Action Curriculum produced, aligned to the Simplified Agenda and available RRBM modules and materials. The RRBM Learning in Action Curriculum will have to be designed based on the attached RRBM Concept Note, and will include:
  2. A curriculum for the Learning Programme, detailing the agenda for each of the three session and intersession practices as well as the list of learning materials to be developed for each session and intersession practice. Due date: 20 December 2021
  3. A set of learning materials for each session and intersession practice, including relevant powerpoint slides, handouts and intersession practice templates (as detailed in point a above). Due date: 29 January 2022

  4. Three online learning sessions facilitated, each one lasting no more than 2.5 days (16-18 February 2022, 16-18 March 2022, 30 March – 1 April 2022). The consultant will be expected to facilitate all relevant session as agreed in point 1 above. UNICEF will provide technological support for the online learning sessions.

  5. A final report, compiling the Learning Curriculum and materials as well as key learning and recommendations for further application by other Country Offices. Due date: 30 April 2022

Methodology:

The consultant will be working closely with the Deputy Representative for Programmes to design a curriculum that is anchored to the Simplified Programming Process as defined in the RRBM Learning in Action Programme Concept Note.

The Curriculum will have to be designed based on the following UN and UNICEF materials, tools and guidance:

  • Convention on the Rights of the Child
  • United Nations Sustainable Development Goals
  • UNICEF Strategic Plan 2022-25
  • UNICEF Simplified Country Programme Analysis and Planning
  • UNICEF Competency Framework
  • UNICEF Results Based Management Modules
  • United Nations Strategic Development Country Framework Guidance Package

The Deputy Representative will be responsible for organizing relevant briefings with key internal stakeholders, including with UNICEF Brazil (Representative and key members of the Programme Management Team), UNICEF Regional Office for Latin America and the Caribbean (Planning Chief), UNICEF Programme Guidance Unit (DAPM/HQ).

UNICEF Brazil will be responsible for all organizational and technical aspects to deliver the programme online (participants list, zoom meeting management, etc).

Deliverables:

The consultant is expected to deliver the following deliverables:

  1. A curriculum proposal (as specified in point 1a above)
  • Estimated duration: 7 days
  • Deadline: 20 December 2021
  1. Full set of materials (as specified in point 1b above)

- Estimated duration: 6 days - Deadline: 29 January 2022 - Payment: 50% of fees

  1. Facilitation of three learning sessions each lasting 2.5 days (as specified in point 2 above) + 1 day systematization and learning post session, for each session:

- Duration: Total of 10.5 days - Session 1: February 16-18, 2022 - Session 2: March 16-18, 2022 - Session 3: March 30 – April 1, 2022

  1. A final report, compiling the set of materials, along with key learnings and recommendations – by 30 April 2022

- Estimated duration: 2 days - Deadline: 30 April 2022 - Payment: 50% of fees

PERFORMANCE INDICATORS

  • Timely delivery of quality materials in line with the ToR specifications
  • Quality of materials based on review by Supervisor
  • Satisfactory evaluation of learning programme by participants

To qualify as an advocate for every child you will have…

  • Advanced university degree in a field relevant to International Development.
  • At least 15 years of professional experience working in international development, with demonstrated experience in designing and delivering large scale development programmes.
  • Sound knowledge of United Nations programming frameworks and demonstrated experience in UN/UNICEF strategic planning, using Results Based Management tools.
  • Demonstrated experience in instructional design, designing and delivering results focused learning and capacity development programmes, that integrate personal competencies with technical skills and capacities.
  • Excellent facilitation skills.
  • Experience working with diverse set of actors (including government, civil society, academia, private sector) across different development contexts will be considered an asset.

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Expenses related to travels, if any, will be covered by UNICEF and paid to the Individual Contractor as per UNICEF travel rules and regulations.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Individual Contractor
  • No Consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station for international consultant (for international consultancy)
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants and individual contractors are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

    Restrictions

  • Consultants and individual contractors may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.

  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
