  1. Purpose of consultancy

The key purpose of this activity is to support the scale-up rollout implementation of the MongPEN in order to develop integrated, people-centered services that increase focus on the NCDs but also provide the full range of necessary services. The ongoing implementation will also be reviewed to identify areas for further improvement and gather information to assist the country office develop a strategic approach to NCD prevention and control in Mongolia.

  1. Background

In June 2019, the Mongolian Government - Ministry of Health, supported by WHO, launched the 'MongPEN' pilot project - a Mongolian version of WHO’s Package of Essential NCD interventions, at 16 primary health centers - 8 family health centers in Songinokhairkhan district in Ulaanbaatar city, and 8 soum and family health centers in Darkhan-Uul province. The Ministry of Health aims to sustain the achievements made for MongPEN to date; to further strengthen the implementation of it at the initial PHC sites; and scale up it to all 536 primary health centers across the country by 2024 in phase by phase.

Description of activities to be carried out

As support to a long process that is country-owned and led, this work will conduct a review of the current system and propose concrete actions to be conducted by the various stakeholders in the scale-up rollout implementation of MongPEN. The MoH and WHO Country Office in Mongolia will select areas for scale-up implementation of the revised MongPEN.

The consultant will:

  1. Facilitate the PEN training of frontline health workers on the use of the MongPEN (CVD risk-based management) guidelines;
  2. Provide technical guidance in the development of a system to monitor the quantity (performance) and quality of clinical NCD services;
  3. Provide guidance in the assessment of medication adherence among registered patients with Hypertension and DM, and analysis of the results of the assessment to aid in drafting a plan to strengthen medication adherence; and
  4. Provide guidance on assessment of the outcome and impact of PEN implementation in Mongolia; and
  5. Assist the country office to develop a strategic approach for NCD prevention and control for Mongolia.

Methods to carry out the activity and list of outputs

  • Regular meetings with different stakeholders;
  • Prepare the background and key documents and compilation of relevant data;
  • Work with different stakeholders in organizing implementation and capacity building in the country;
  • Produce high-quality reports
  • Perform other related work as required

Output (s)

  • Deliverable 1: Progress Report and detailed schedule
  • Deliverable 2: Monthly progress report, training of health workforce
  • Deliverable 3: Technical document/report on consultations assessment methodologies, draft of strategic approach , field activities and capacity building workshops.
  • Deliverable 4: Final report.
  1. Qualifications, experience, skills and languages

Qualifications required

  • Medical or public health degree or higher degree with clear expert knowledge and actual experience of NCD prevention, control and management and the WHO package of essential NCD services, especially at the primary health care level.

Experience required

  • Minimum 7 years of combined international experience in areas of health systems, health reforms, service delivery, and noncommunicable diseases with a focus on PEN implementation.

Language requirements

  1. Location

The consultant is expected to work on-site to interview resource persons, prepare tools/resources and formulate plans and schedules. The six months will be spent in Ulaanbaatar, Mongolia with pre and post deployment meetings in Manila. Round-trip airfare will be covered by WHO, but the consultant is responsible for arranging living accommodations.

On site: Ulaanbaatar, Mongolia (WCO MNG)

Off site: Yes /Manila, Philippines (Pre and post deployment meetings)

  1. Travel

The consultant maybe required to travel to sites for relevant activities (consultations, information gathering, programme reviews, training, etc.).

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance equivalent to one month for every three months of consultancy.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
