Purpose of consultancy

To provide technical support to maximize the potential impact of WHO Kobe Centre’s research especially in the area of metrics and measurement to accelerate global progress towards UHC in the context of population aging.

Background

The WHO Kobe Centre (WKC) is part of WHO Headquarters, and its research focuses on the attainment of WHO’s 13th General Programme of Work, which aims to ensure healthy lives and well-being for all people at all ages through the achievement of universal health coverage (UHC), and to ensure that people are safe from health emergencies. As part of WHO, the Centre has the mandate to support its 194 Member States in generating evidence and promoting learning and innovation across WHO. At the same time, WKC also has a local function in working with researchers locally in Kobe, Hyogo, and the Kansai region of Japan more broadly.

WKC focuses on research and evidence synthesis about health systems and innovations to accelerate progress towards UHC in the context of population aging. Its three main research themes are services and financing, metrics and measurement, and health emergencies.

WKC seeks a part-time consultant to provide technical support for the development, implementation and publication of research under the thematic area of UHC metrics/measurement, with special consideration for opportunities to collaborate with local researchers and institutions. Specifically, an English-Japanese bilingual individual with health system research expertise and knowledge of aging and health, is sought to critically review technical products, support manuscript writing, and identify opportunities for collaboration with local researchers and institutions.

Deliverables

Under the supervision of the responsible technical officer, the consultant will:

Output 1

Maximize the potential impact of ongoing research projects under the area of metrics and measurement, in relation to:

  • two studies on the measurement of equity in service coverage of older people and unmet need, and
  • three studies on the measurement of financial protection of older people.

Activity 1.1: Conduct technical reviews of research products and prepare written comments/feedback.

Activity 1.2: Draft key points/messages to be included in project briefs for the WKC website in both English and Japanese.

Activity 1.3: Contribute to manuscript writing, editing and publishing, including the identification of appropriate high-impact journals.

Output 2

Support the development, implementation and publication of a special journal supplement featuring the ASEAN research projects supported by WKC.

Activity 2.1: Contribute to revising and finalizing the Special Supplement proposal and Call for Submission of Research Papers.

Activity 2.2: Identify relevant experts and institutions who should be informed about the Call for Submission of Research Papers.

Activity 2.3: Provide technical guidance and feedback to the authors of commissioned papers to ensure that they are in line with the objectives of the special supplement.

Activity 2.4: Participate in the screening and evaluation of research papers submitted in response to the open call.

Output 3

Develop a paper as lead or second author that directly contributes to promoting WKC’s research on UHC metrics and measurement.

Activity 3.1: Develop a proposal for at least one publishable paper jointly authored by WKC that directly contributes to, or is complementary to, any of the ongoing projects or new research projects under this area.

Activity 3.2: Implement the research and writing for the paper proposed to and agreed with WKC.

Qualifications, experience, skills and languages

Educational qualifications:

Essential:

University degree in health sciences, public health, health development, health economics or related areas.

Desirable:

Master’s Degree in any related area.

Experience:

At least 5 years of relevant working experience in an academic/research institution

Skills/Knowledge:

  • Demonstrated ability to conduct research, analyze and synthesize quantitative data; familiarity with qualitative data analysis preferred.
  • Knowledge of health and long-term care systems, care needs of older people, and care quality issues in both the global context and Japanese context.
  • Demonstrated skills in concise technical writing, and a strong publication record.
  • Familiarity with WHO/UN preferred.

Languages required:

Expert knowledge of English and Japanese

Other:

It would be preferable if the consultant has access to major global scientific literature databases (e.g. CINAHL, MEDLINE, PsycInfo, Social Science Citation Index (SSCI) (Web of Science), Global Index Medicus) and Japanese literature databases (e.g. ICHUSHI WEb, CiNii Articles).

Off-site

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

No travel is expected as part of this assignment.

Ad hoc travel may be required for task-related meetings, but not for the foreseeable future while all WKC staff work remotely during the COVID-19 pandemic. The Travel Authorization to cover cost of ticket and per-diem will be arranged by WKC as necessary.

Remuneration and budget (travel costs excluded)

Specialist level: USD 350-499/day

This is a part-time consultancy ( 2 days per week)
