ORGANIZATIONAL CONTEXT

The World Food Programme India Country Office is engaged in strategic and technical collaboration with the Development Monitoring and Evaluation Office (DMEO), NITI Aayog, Government of India. As part of this collaboration, WFP is supporting the DMEO to undertake a comprehensive review of the food and nutrition security sector in India (FNS), in order to provide evidence-based insights for key partners. The objectives for review are: • To collect, collate and synthesize the existing evidence and data on FNS, its related policies, schemes/programmes, by conducting a complete review and analysis of secondary data and literature. • According to the evidence synthesis; summarize the progress made in the FNS; summarize implementation challenges and evidence gaps; provide recommendations for course-correction; and provide recommendations on focus areas for future evaluations by government and other partners. The synthesis of secondary literature and data will be co-led by WFP and DMEO. For the joint review exercise, two research associates will be hired who will support WFP for all literature review, collation and analysis of secondary data, synthesis, reporting and dissemination related work. They will work closely with the WFP staff positioned at DMEO under the overall supervision of Head, Evidence and Results Unit, WFP India CO.

KEY ACCOUNTABILITIES (not all-inclusive)

• Prepare a data collation, analysis, and synthesis plan based on the agreed review framework. • Undertake a detailed secondary literature review by using various relevant sources related to FNS, policies, and schemes/programmes. Indicative data sources will include existing evaluation reports, sector/scheme/programme reviews, rapid assessments, monitoring reports, and national survey/transactional datasets such as NSSO, NFHS, CNNS, scheme/programme administrative data, etc. • Carry out analysis, compile and synthesize evidence to derive credible and workable insights, and evidence-gaps. • Conduct key informant interviews with government and non-government partners in the FNS in India. • Support in preparing the reports/ presentations/ other dissemination materials.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Post-graduate degree or above in the field of Food Security, Economics / Development Economics, Data Science, Statistics, Public Health, Nutrition, Public Policy, or any other related field. Specialization in food security and nutrition sector will be given preference. Experience: • At least six years of professional experience working in research and/or academia and reviewing/evaluating national policies and programmes. • Strong technical experience in working with several statistical and content-analysis tools and methods for review and synthesis of secondary data and literature. • Prior experience in analysing unit level NSSO, NFHS and CNNS datasets with analytical writing capabilities illustrated through published research papers, analytical reports, and books with reputed publishers is preferred. • Strong capacity and experience in preparing clear, objective, and concise outputs such as reports, presentations, high-level summaries, articles, etc. Language: Excellent written and spoken English.

OTHER SPECIFIC JOB REQUIREMENTS

• Possesses strong technical, analytical, and problem-solving skills. • Ability to think through complex issues to conceptualize, design and execute action plans. • Demonstrate zeal and motivation with the ability to handle complexities, multiple tasks with dedication to deliver against strict timelines at work. • Understanding of the government system and ability to work in diverse teams. • Excellent writing skills in English with ability to express synthesized/summarized messages accurately and simply.
