Purpose of the Consultancy

The purpose of this work is to support the RAI Regional Steering Committee (RSC) Secretariat by producing deliverables in support to the:

  • strategic information and communication and media activities of the RSC Secretariat.
  • organization and functioning of Regional Steering Committee Operational Research Sub-Committee meetings.
  • functioning of the Secretariat in organising RSC Meetings.

Background

The Regional Artemisinin-resistance Initiative (RAI) was launched in 2013 in response to the emergence of artemisinin resistant malaria in the Greater Mekong region. Funded by the Global Fund to Fight AIDS, TB and Malaria, the first RAI round (2014-2017) was a USD 100m grant covering the countries of Cambodia, Laos, Myanmar, Thailand, and Viet Nam. The current third grant (RAI3E) covers the period 2021-23 with a total investment of USD 228m. More details are available at www.rai-rsc.org.

The RAI Regional Steering Committee (RSC), a multi-stakeholder governance body, provides strategic guidance, selects recipient implementers, and oversees grant implementation track progress against program objectives and ensures funding is used in accordance with agreed strategic priorities. The RAI RSC Terms of Reference make provisions for a Secretariat, which was established in September 2014 under a hosting arrangement with the World Health Organization in Cambodia.

The Consultant works under the direct supervision of the Executive Secretary.

Work to be performed

Output/s

  1. Support Strategic information, communication and media activities

Deliverable: Final report on the activities conducted on:

  • Support RSC to align with and contribute to other partner advocacy & communication efforts surrounding the regional elimination agenda.
  • Support to the development and content-creation for the RSC website, including epidemiological and grant mapping.
  1. Support to the organization and functioning of a Regional Steering Committee Operational Research

Deliverables: Agenda, List of Participants, Minutes of RSC meeting prepared by providing:

  • Support the development and dissemination of a meeting agenda in consultation with RSC and other partners;
  • Support all administrative and logistical arrangements for two RSC Operational Research meeting;
  • Draft, revise and disseminate the meeting minutes and key decision points to RSC members, national CCMs and other stakeholders in a timely manner.
  1. Support to the organization and functioning of a Regional Steering Plenary meeting

Deliverables: Agenda, List of Participants, Background documentation prepared by providing:

  • Support the development and dissemination of meeting background documentation in consultation with RSC and other partners;
  • Support all administrative and logistical arrangements for an RSC meeting;
  • Draft, revise and disseminate the meeting minutes and key decision points to RSC members.

Specific requirements

Education

University degree in a field related to health, development, or communications required.

Post-graduate degree desirable.

Experience

Two years' work experience in a field related to development and/or health required.

Experience in external communications with a range of stakeholders required.

Experience relating to the Asia Pacific region required.

Experience with high-level governance bodies desirable.

Experience in WHO and/or the Global Fund desirable.

Language requirements

Excellent English written and oral communication skills required.

Knowledge of a language of the Greater Mekong Sub-region desirable.

The selected Consultant will work under the overall guidance of the RAI Regional Steering Committee and its appointed delegates (e.g. Executive Committee). Oversight from the RSC will be coordinated through the RSC Secretariat, who will also provide administrative and contractual supervision by the RSC Executive Secretary.
