The World Health Organization, Uganda Country Office is looking for a qualified and competent Ugandan national to fill the following vacant position:

BACKGROUND

The WHO country office- Uganda, WHO AFRO and the WHO/HQ Health and Migration Programme (PHM) would like to conduct a joint review mission to assess health system capacity and essential public health functions to address the health needs of refugees and migrants in Uganda, which is proposed to be conducted during the period *** September 2023 by a joint team of external experts with the participation of national experts.

OBJECTIVES OF THE PROGRAMME

1. Pilot the tool which will allow the WHO Health and Migration Programme (PHM) to gather inputs and comments from the ground in applying the tool in other countries.

2. Review the current migration situation and the health-system response including assessing the capacity of the health systems and essential public health functions to respond to the health needs of migrants, through desk review, meetings and interviews to stakeholders, and field visits.

3. Explore future health policy that would advance universal health coverage (UHC) in migrants’ agenda in Uganda, as well as to consolidate good practices and lesson learnt that would help generate informed decisions and propose key areas of future collaboration and technical support between the Ministry of Public Health, WHO, and other partners.

As an initial step for the country assessment, there is a need to establish a coordination group from the Ministry of Health (MoH) and other stakeholders and partners such as UNHCR and IOM on preparing for the review and to conduct a country review and the consultant will be recruited for this purpose.

DESCRIPTION OF DUTIES

Deliverables:

Outline clear tasks and deliverables, to be carried out in the framework of the background described above. These need to be time-bound and specific:

The consultant will support the joint refugee and migrant health country review team for the following tasks:

· Support the organization of preparatory meetings and technical briefings, planning, briefing notes, presentations related to country assessment.

· Conduct a desk review of existing documents, reports, strategies, and policies related to refugee and migrant health in Uganda.

· Support compiling the review notes and draft an review report based on the agreed report format.

· Compile feedbacks from the review team members and support the finalization of the review report.

Objective 1: Support the organization of preparatory meetings and technical briefings, planning, briefing notes, presentations related to country review (7-18th August 2023): in close coordination with the joint review team, the Team Lead and the Review Secretariat.

− Output 1: Preparatory meetings and technical briefings, briefing notes, presentations related to the assessment.

Objective 2: Conduct a desk review of existing documents, reports, strategies, and policies related to refugee and migrant health in Uganda.

− Output 2.1: Provide a Repository of available and valid health sector strategic plans and policies, and related documents such as assessments, mission reports, analysis etc.

− Output 2.2: Submit a consolidated report on the desk review conducted, including the list of responders.

Objective 3: Develop a draft of the country assessment’s final report using the tool recently developed by WHO HQ (PHM)

Output 3.1: Compile review notes and reports from review members and team lead and developing a review report as per the format indicated in the Refugee and migrant health: Country review tool.

− Output 3.2: Consolidate the feedback from the review team members, government, and relevant partners, and submit the final report.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in in global health, migration, or emergency health systems.

Desirable: Masters in any of the following fields: International Relations, Health and Policy, Health Services Research .

Experience

Essential: Two (2) years in global health, migration, or emergency health systems at national and/or international level(s) with experience covering one or more of the areas of expertise presented above.

Desirable: Experience in working in Uganda, with UN agencies or NGOs, working in migration and displacement.

Skills

Under the supervision of Health and Migration Programme/Country Office, Uganda, the consultant will support the country assessment on health and migration. The consultant is expected to possess technical expertise and final report development capacities to deliver the abovementioned outputs in high quality. Technical inputs will be provided by a responsible officer.

REMUNERATION

WHO offers the Consultant the National Officer category at (Level: NO-B Step 01), an attractive remuneration package, which for the above position includes an annual net base salary at UGX 169,791,000, payable monthly at UGX. 14,065,917=.
