Overview

Support implementation of DTM activities within the region.

You have:

• Master’s degree from an accredited academic institution, preferably in Computer Science, Media or Social Sciences or any discipline related to Information Management from an accredited academic institution with three years of experience.
• University degree in the above fields with five years of relevant professional experience.
• Experience in Information Management; emergency humanitarian operations; management and coordination of information flows; data management including collection, storing, processing, and analyzing data to generate information products.
• Experience in Migration research or research in general is an advantage.
• Experience in data visualization and information design skills.
• Experience with handling confidential and sensitive data.
• Extensive and in-depth knowledge of using Microsoft Excel for cleaning, preparing, and transforming raw data for data analysis and visualization projects.
• Knowledge in GIS, R programming, Adobe suite, Power BI and/or Power Query is an advantage.
• Knowledge of the latest technological developments in information technology and information systems.
• Ability to assist the creation of IM-related technical requirements and Standard Operating Procedures.
• Demonstrated team building and information management skills.
• Demonstrated understanding of information processes such as data collection, analysis, visualization, and reporting.
• Fluency in English language (oral and written) is required.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within the region.

Context:

Under the direct supervision of the Regional Data Hub Coordinator, and the guidance of the Global DTM team, the Regional Information Management (DTM) Consultant will support implementation of DTM activities within the region linked to the ongoing escalation in the Middle East and Beyond, ensuring compliance with global standards, quality of country-level outputs and analysis products and adherence to IOM data visualization, dissemination and sharing procedures. The Regional Information Management (DTM) Consultant will also be responsible for supporting the Information Management initiatives aiming to streamline data management and visualization of mixed migration movements, trends, and characteristics across the region. In particular, the Regional Information Management (DTM) Consultant will ensure regional consolidation of information and activities conducted at regional and country level under and related information management initiatives, and expand such activities where required.

Education

Responsibilities

Core Functions / Responsibilities:

The successful candidate will be responsible for producing the following outputs.

1. Technical Support and Capacity Building:

1. Support in implementing the technical aspects of Regional Data Hub (RDH) Information Management (IM) initiatives and ensure synergy of various related tools and systems development at the regional, country, and Headquarters (HQ) level, including in the adoption of the DTM data toolkit.
2. Support coordination of data management processes of the regional data warehouse and ensure that the various data sources are up-to-date and available to inform analysis and sharing.
3. Coordinate the harmonization of tools, indicators and datasets to be integrated into optimized data systems for the generation of regional interoperable, comparable data at regional and country level as needed by regional mixed migration, mobility and displacement programming.
4. Support in the development of technical documents (including SOPs) for Regional Project Data initiatives, including for data sharing with external partners.

2. Information & Database Management

1. Design/adapt Kobo/ODK tools, codebooks and metadata; maintain version control and documentation.
2. Manage data pipelines (ingest, validation, cleaning, storage), including SQL queries, QA rules and automated checks; ensure backups, access control and audit trails.
3. Maintain mission DTM portal/shared repositories; prepare and publish approved datasets in line with data-sharing protocols.

3. Data Quality, Analysis & Reporting

1. Run systematic QC (consistency, completeness, outlier and geospatial checks); resolve issues with field teams.
2. Produce analytical outputs-factsheets, situation updates, profiles, dashboards and maps-tailored to decision-makers; contribute to inter-agency products (e.g., HNO/HRP inputs).
3. Draft clear narrative/technical notes explaining methodology, limitations and interpretation; support donor/internal reporting.

4. GIS & Visualization

1. Manage geodatabases and spatial layers (sites/settlements, admin boundaries, CODs/FODs); ensure accurate georeferencing/GPS handling.
2. Produce static and web maps, dashboards and infographic assets (ArcGIS/AGOL/QGIS + Power BI/Tableau/Illustrator/InDesign).
3. Support anticipatory / early-warning or thematic analysis (e.g., climate hazards, access constraints, routes).

5. Coordination, Partnerships & Capacity Building

1. Provide training and coaching to staff/partners on methods, tools, data protection and safe/ethical data use; document lessons learned and good practices.
2. Adhere to IOM data protection, governance, protection-based approaches, and security standards.
3. Consider ethical data collection, use, sharing, and dissemination.
4. Perform such other duties as may be assigned.
