  1. Purpose of the Consultancy

The main objective of this consultancy is to review and update the existing National Risk communication and Community Engagement Strategy (RCCE).

  1. Background

The MOH Sudan developed a National RCCE strategy back in 2016. The strategy was developed through a national consultation that involved all the relevant sectors. It was further finalised and endorsed by senior officials in a national meeting. Several activities took place to implement the strategy mainly at the federal level.

RCCE has been identified as one of the critical pillars of emergency preparedness, response and recovery phases and is integral in mitigating the effects of pandemics and disease outbreaks among communities. This includes communicating effectively with the public, engaging with children, youth, adults, leaders, communities, local partners, and other stakeholders to help prepare and protect individuals, families and the public's health during an emergency response, as well as understanding information needs, and managing rumours and misinformation.

Community engagement and participation also plays a critical role in successful disease control and elimination campaigns in many countries, moving from directives and one-way communications to the community engagement and participatory approaches that have been proven to help control and eliminate outbreaks in different countries.

It is therefore, critical to review the existing RCCE strategy and update it based on lessons we learned so far from the COVID-19 response.

  1. Work to be performed

Output (1): Review and update the existing National RCCE Strategy

-Deliverable 1.1: Conduct Desk review of existing strategic and relevant documents including but not limited to; First National RCCE strategy, National Health Policy and Strategic plan, National Health Emergency Response Plan, Health Emergency and Disaster Risk Management Strategy, Country’s National Health Sector Policy for Disaster Mitigation, in addition to various response plans on COVID, COVAX and Polio.

- Deliverable 1.2: Submit a Draft a situational analysis based on the findings of the desk review.

-Deliverable 1.****3: Review and assess the roles of the RCCE relevant MOH units and partners including: Health Promotion department at MoH, Emergency Department at MoH, Media department at MoH, UNICEF, WHO and others.

-Deliverable 1.4: Plan and prepare a two-day consultative workshop with the relevant stakeholders involved in risk and crisis communication in order to update the RCCE strategy - Planning and conceptualizing of the workshop.

  • Development of methodological tools to conduct the workshop.
  • Moderation of the workshop.
  • Documentation of the results

-Deliverable 1.5: Update the draft of the Country’s National RCCE Strategy

-Deliverable 1.6: Plan and facilitate a meeting to finalise and endorse the RCCE strategy

Output (2): Development of National RCCE supporting documents including;

Deliverable (1):

  • Map existing resources and identify training needs
  • Review existing training materials and adapt to country context
  • Other essential documents needed for the effective operationalization of the National RCCE Strategy
  1. Technical Supervision

Specific requirements

- Qualifications required:

Essential

Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in public health communications, social sciences, anthropology, or related fields

- Experience required:

Essential

5 to 10 years of experience of drafting national RCCE strategies and/or guidelines. Experience in risk communication and community engagement in developing countries, particularly with regards to disease outbreak responses and emergencies. The consultant should have experience of working within the UN system, with partner organizations and government agencies.

- Skills / Technical skills and knowledge:

  • Excellent knowledge of RCCE and health promotion programme reviews
  • strategic planning and adequate understanding of the country’s context.
  • excellent report writing skills and the ability to deliver high quality products in a timely manner.

- Language requirements:

Essential: Excellent knowledge of English.

Desirable: Working knowledge of French and/or Arabic

Khartoum, Sudan / Sana’a, Yemen

  1. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant is expected to travel according to the itinerary and estimated schedule.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
