Background

  1. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women is also co-convenors of the Global Partnership for Action to Eliminate All Forms of HIV-Related Stigma and Discrimination together with the United Nations Development Programme, the Global Network of People Living with HIV, and the UNAIDS Secretariat, with the leadership and technical support of the NGO delegation to the UNAIDS Programme Coordination Board. UN Women brings gender equality and human rights perspectives to its programmatic work on HIV response.

In Indonesia, UN Women works with the government, civil society organizations (CSOs), academia, the media, and the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the center of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women’s human rights, (3) Women’s economic empowerment, (4) Women contributing to and have greater influence in building sustainable peace.

In recent years, for HIV response, UN Women Indonesia supported its key national partners to mainstream gender perspectives into policies and regulations and the prevention of Violence Against Women (VAW), including women living with HIV. UN Women also facilitates studies to set references for programming and partnership building. For several years, UN Women Indonesia provided capacity strengthening and technical assistance to the national networks of Women Living with HIV and women from key populations.

As the UN Joint Team for HIV, UN Women Indonesia is currently giving Technical Support to Addressing Human Rights and Gender Barriers to HIV Services in Indonesia to achieve the National Strategic and Action plan and “95-95-95” Global AIDS target in the Global Fund Program. In general, this technical assistant aims to provide strategic guidance and technical support in Addressing Human Rights and Gender Barriers to HIV Services in Indonesia to achieve the National Strategic and Action plan, especially Objective 6: To reduce the discrimination against PLHIV-and affected key populations by 60% by 2024, by that, it will contribute to the achievement of the global commitment to treatment for all, achieving Global AIDS target 95-95-95.

In reference to addressing human rights and gender barriers, UN Women collaborates with UNDP providing technical support to the Indonesia AIDS Coalition (IAC) as the Principal Recipient (PR) for the Human Rights Intervention in 23 districts. This assistance focus on improving the integration of Human Rights in the HIV response. A rapid assessment of the implementation of human rights and gender interventions will be conducted first to determine progress and achievements. Although support is prioritized for the IAC, the recommendation on how to integrate Human Rights and Gender in HIV programs relevant for the Ministry of Health (MoH) and Spiritia Foundation as other PR for HIV.

Another support is improving the M&E framework for Human Rights intervention. This is mainly how to document and share successes and challenges of the program delivery, considering that the current Human Rights M&E framework needs to sufficiently analyze, and cover lessons learned and best practices. One of the activities is providing support to the PR, SR, and district implementers to enhance the Community-based monitoring data quality and collection system by creating a set of relevant indicators that address human rights and gender-related issues. The monitoring activity should ensure disaggregated data by sex, age, disability, and frequency of data collection. It is hoped that the Monitoring and Evaluation Framework will guide that the activities are expected to be carried out in a continuous manner.

In this context, UN Women Indonesia seeks to hire the Consultant to support the Country Office in conducting a rapid assessment of the Human Rights and gender implementation program and to develop the M&E framework. The consultant will report to the HIV, Gender, and Human Rights Officer, with the general supervision of the National Program Officer EVAW.

Duties and Responsibilities

  1. SCOPE OF WORK, SPECIFIC TASKS, AND RESPONSIBILITIES

Under the overall guidance and supervision of the National Program Officer EVAW UN Women Indonesia with close monitoring from the HIV, Gender, and Human Rights Officer, the consultant will undertake the following tasks:

  • Develop tools for conducting the rapid assessment of the Human Rights and Gender intervention implementation program. The rapid assessment will cover its implementation, including capacity development, human resources, and organizational development.
  • Conduct a rapid assessment of the Human Rights and gender implementation program by qualitative method (including desk review, in-depth interviews, FGDs etc) as a baseline to identify, analyze, and validate the needs assessment and challenges to understand program implementation and provide recommendations to achieve the expected outcomes within the human rights approach and gender-sensitive response to develop the M&E framework.
  • Develop the report of the rapid assessment result, including recommendations for the programme based on the rapid assessment result
  • Develop the M&E framework to monitor the program's outcome, including indicators identified and a mechanism, for data collection, analysis, and corrective action based on the rapid assessment result.
  • Socialize the result of the rapid assessment of the Human Rights and Gender intervention program to the TWG HIV.
  • Socialize the M&E framework of the Human Rights and Gender intervention program to the UN Women and PR IAC.

Essential Knowledge and experience:

  • Hands-on experience in developing the M & E framework on the issue of HIV and/or GBV, public health, gender equality, and Human Rights.
  • Hands-on experience in data collection, research, and facilitation of discussions on the issue of HIV, Human Rights, Gender Equality, and GBV.
  • Good knowledge of the understanding of issues of HIV, Public Health, and its link to Human Rights and Gender Equality, including the violence against women and girls.
  • Good knowledge of policies, programs, and priorities of the government in preventing and responding to HIV, Human Rights, and Gender Equality, including Violence against women and girls in Indonesia.
  • Have a good knowledge and ability to build rapport with local NGOs on HIV response.

Required Skills and Experience

The consultant is required to have the following selection criteria:

  • Advance study in Gender Studies, Human Rights, Communication, Social Science, or other related fields or bachelor’s degree in the same fields with 7 additional years of relevant M&E experience.
  • Demonstrated experience working related to the field of HIV/AIDS and/or VAW/ Gender Equality and Human Rights in Indonesia.
  • Good experience in designing M&E framework, especially in HIV and or VAW/Gender Equality and Human Rights program.
  • Excellent reporting and communication skills.
  • Good proficiency in Bahasa and English.

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered technically qualified candidates who may be contacted for validation interviews.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
