  1. Purpose of the consultancy

The purpose of the consultancy is to provide technical advice to the implementation of the Tunisian FCTC 2030 project and ensure the execution and regular monitoring of each action provided in the action plan.

  1. Background

Smoking in Tunisia remains a major public health problem due to the high morbidity and mortality it causes. It constitutes the most serious risk factor involved in Non-Communicable Diseases (NCDs) which are responsible for 2/3 of mortality in Tunisia.

The national smoking prevalence is 25.1%; i.e. 48.3% of men and 2.6% of women (2016 THES survey among people aged 15 and over). In schools, smoking affects 7.7% of 13-15-year old’s (GYTS survey 2017);

Despite the tobacco control efforts in Tunisia as part of the national program and although Tunisia has ratified the CCLCT since 2010, several challenges remain:

- Slowness in the validation of the new law by the authorities and the parliament,

- A certain resistance to the application of the MPOWER directives of the FCTC:

- Absence of policy in favor of regular and consequent increases in tobacco prices and taxes, the price of tobacco remains very affordable,

- The phenomena of smuggling, counterfeiting and the black market are expanding especially after the revolution,

- Insufficient real involvement and collaboration on the part of partners from other sectors,

- Irregular monitoring of the tobacco epidemic through specific smoking surveys.

- New contradictory decisions to the FCTC (Reduction of taxes, authorization of sales in supermarkets, regularization of electronic cigarettes and heated tobacco...)

Thus the Ministry of Health (Directorate of Basic Health Care), in collaboration with the WHO, proposes to implement a project to strengthen the application of the FCTC, in particular for certain items ( 8, 11 and 13) according to a specific action plan.

The specific objectives of this consultation are to:

  1. Participate in the organization and follow-up of meetings with the various partners.
  2. Identify the difficulties encountered during construction and propose the appropriate solutions.
  3. provide technical advice to the constitution and work plan of the tobacco control alliance.
  4. technically contribute in the final evaluation of the project.

  5. Participate in the organization and follow-up of meetings with the various partners for actions to implement Article 8 Smoke-free public places:

  • Deliverable 1.1: Minutes of meetings and workshops with national tobacco control committee, health and social affairs committee in parliament, official authorities of the sectors involved in ratification of the new anti-smoking law (in accordance with the MPOWER directives).
  • Deliverable 1.2: Minutes of workshop to devotement of ministerial decree and its application procedure on the ban on smoking in public places.
  • Deliverable 1.3: Minutes of workshop to implement of the application of the ban on smoking in the workplace.
  • Deliverable 1.4: Summary of the assessment of the implementation of the application of the ban on smoking in the workplace.
  • Deliverable 1.5: Minutes of meetings and workshops with: Ministries of finance, commerce, interior, foreign affairs, customs, etc for ratification of the protocol to eliminate the illicit trade in tobacco products.
  • Deliverable 1.6: Summary of training on tax procedures.
  1. Participate in the organization and follow-up of meetings with the various partners for actions to implement Article 11 Packaging and Labelling:
  • Deliverable 2.1: SubmitReport on country experiences: implementation and impact
  • Deliverable 2.2: Minutes of meetings of information and awareness by tobacco users of the harmful effects of tobacco.
  1. Participate in the organization and follow-up of meetings with the various partners for actions to implement Article 13 advertising, promotion and sponsorship:
  • Deliverable 3.1: Minutes of meetings with: Ministry of Culture, HAICA, the media, Professionals in the field (Producers, Screenwriter, directors, actors), NGOs,…
  • Deliverable 3.2: Submit a Report on developing the protocol for implementing article 13: procedures to follow and the charter for respect and implementation of Article 13 of the FCTC
  1. Strengthen the implementation of articles 8, 11 and 13
  • Deliverable 4.1: Minutes of meetings with NGOs and workshops to develop a strong media campaign of the tobacco control alliance.
  • Deliverable 4.2: Summary on the constitution of the tobacco control alliance.
  • Deliverable 4.3: Submit A synthesis of effective communication strategies in tobacco control
  • Deliverable 4.4: Minutes of meetings with parliament, journalists and decision-makers.
  • Deliverable 4.5: Report of final evaluation of the project “final report of the mission which will include the evaluation report and the observations and recommendations made during the debriefing at the end of the mission”

Required Qualifications

Education:

  • University degree in medicine, public health or a related field.

Experience****:

  • 5 years’ experience at in the field of tobacco control.

Skills/ Technical knowledge

- Perfect knowledge of the WHO framework convention for tobacco control,

- Experience in managing cooperation projects with international organizations

- Excellent synthesis, analysis, communication and writing skills.

Practical work experience in Tunisian public, associative or private institutions.

- Do not have any conflict of interest especially with the tobacco industry is strongly required.

Language

  • Excellent mastery of French, English and Arabic, spoken and written.

Location:

Tunis, Tunisia.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
