Background

The UHC/LC/HSG unit convened a multi-country sensitization and consultation workshop on private sector engagement for UHC in November 2022 with the aim of responding to the demands of 17 countries that included this theme as a priority in their 2022/2023 biennial plans. The demands in the country’s plans varied widely, including assessments, policies and plans, formalizing agreements, regulations, training, and monitoring. However, engaging the private sector requires a comprehensive approach as well articulated in the WHO strategy 2020 The workshop included the ministry of health staff for private sector engagement, partners, as well as private sector institutions and initiatives in countries. A consultant facilitated this process from the pre-meeting survey, facilitation of the meeting & production of the first meeting report.

Initially, the team planned to publish one paper but considering the volume of useful data being obtained from countries (pre-meeting survey), the technical working group has decided to have two publications instead. A standalone pre-meeting status analysis paper and a more comprehensive analytical publication with three components - literature review, the meeting (pre-meeting survey), and the way forward. These analytical publications will serve as a resource for country use, which is an outstanding deliverable.

Objectives of the consultancy

The general aim of this consultancy is to produce a pre-meeting survey paper and an analytical paper and support their publication. It is within this context that the HSG team is recruiting a consultant for 15 working days intermittently from the 1st of April – the 30th of June 2023.

Specific objectives/Scope of work

  1. To lead the process of preparation and publication of the pre-meeting survey findings
  2. To produce an analytical paper articulating the findings of the pre-meeting report; meeting deliberations/recommendations; and potential next steps for publication.

Expected Deliverables

The expected deliverables are:

  1. Publication on status of Private Sector engagement in health using the pre-meeting survey findings.
  2. Publication of analytical paper on sustainable engagement of Private Sector in health centered around the regional workshop.

Qualifications, experience, skills and languages

Education:

  • Essential: Advanced degree in information and knowledge management, Public Administration, Social, and Behavioral Health Sciences, or related fields.
  • Desirable: some prior educational background in International Studies political science or Health Sciences. Qualification or training in public health is an advantage.

Experience

Essential

  • At least 7 years of practical experience in the development and implementation of knowledge management initiatives, including knowledge transfer, production, and dissemination of information.
  • Experience in managing publication processes, and knowledge of the WHO house style for publications.
  • Similar experience with WHO and other UN agencies at the international level.
  • Experience in private-sector engagement.

Desirable

  • Experience in strategic and policy document development at the international level, as well as facilitating consultations.

Remuneration

Daily rate at upper band level B (P4) - USD $ 450 per day.

Duration of consultancy:

The duration of this consultancy is 15 working days in the period from 1st April – 30th June 2023.
