Purpose of the Consultancy

The consultant is to provide technical guidance to the Immunisation, Vaccine preventable diseases and Polio Transition (IVP) unit in DCD/EMRO to manage, analyze and disseminate data on Covid-19 vaccine and vaccination in order to monitor progress and guide decisions, including corrective actions.

Background

WHO along with other partners e.g. Gavi, The Vaccine Alliance, CEPI established COVAX facility for equitable access to COVID-19 vaccine to all countries and communities. Vaccine is an important tool to control the COVID-19 pandemic. WHO in partnership with national governments and partners is supporting countries in setting their COVID-19 vaccination policy and strategies by providing guidance and technical inputs. WHO set out a strategy to achieve Global COVID-19 vaccination target to 70% by mid-2022. However, due to constraint vaccine supply and other internal challenges, countries with weak health system and in FCV situation may take longer to achieve this target.

IVP/EMRO, leads the IMST vaccine pillar and supports countries in the planning, deployment of the COVID-19 vaccine, including monitoring progress in vaccination coverage. IVP/EMRO regularly collect data regarding COVID-19 vaccine allocation, distribution and utilization in countries with the help of country focal points and using other sources. Analysis of this data guides public health decision making, including vaccine preference, prioritizing targets, vaccine allocation, supply, distribution, resource mobilization and measuring vaccine effectiveness.

Data management requires extensive additional work, which is not possible to undertake effectively with the existing workforce in the unit. IVP will therefore hire a consultant to support managing COVID-19 vaccine and vaccination related data. As the functions needed are related to the pandemic, the consultancy is also limited to the duration of the pandemic.

Work to be performed

Output 1****: Manage data for COVID-19 vaccine and vaccination in EMR

Deliverable 1.1: COVID-19 vaccine and vaccination related data collected for EMR countries from all possible, reliable sources, with the maintenance of a register of all such sources

Deliverable 1.2: EMRO online COVID-19 vaccination tracker updated in terms of reporting by country focal points, with follow-up provided for timely reporting and feedback given

Deliverable 1.3: Reporting by EMR countries in the eJRF monitored, with follow-up conducted and feedback provided to country focal points.

Deliverable 1.4: Orientation provided to country focal points for the use of different tools to reporting data in a timely and correct way

Deliverable 1.5: Single data base maintained updated with all COVID-19 vaccine and vaccination related data kept in a user-friendly manner

Output 2****: Conduct in depth analysis and Monitor progress in COVID-19 vaccine supply, utilization and vaccination in EMR

Deliverable 2.1: Verification conducted that analysis was done by country and region regarding vaccine supply, administration, and coverage and these are available in tables, charts as required by the technical unit.

Deliverable 2.2: Detailed additional analysis conducted especially for low performing countries

Deliverable 2.3: Identify constraints, recommend solutions and guide low performing countries on corrective actions.

Deliverable 2.4: Progress in COVID-19 vaccination shared with the Vaccine pillar situation room meeting using charts and tables as appropriate

Output 3: Coordinate the visualization and dissemination of the analysed data

Deliverable 3.1: Individual country profile developed using key indicators for priority countries

Deliverable 3.2: Tables and charts prepared using WHO data presentation tool.

Deliverable 3.3: Regional COVID-19 vaccination dashboard upgraded and maintained with key indicators updated.

Deliverable 3.4: Prepare presentations for different meetings, and events on the subject.

The selected consultant will work on the supervision of:

Required Qualifications

  • Education:

    • Essential: University degree in data analytics or related field
    • Desirable:
    • Advance training from reputed institutions in GIS, Power BI and different data management and analytic tools will be asset.
    • Masters in Public Health and training in epidemiology, immunization data management and analysis will be added advantage.
  • Experience:

    • Minimum 5 years progressive experience in public health data management and analysis at national/regional level
    • Experience in developing and maintaining online dashboard and data collection tools
  • Skills / Technical skills and knowledge:

  • Advanced knowledge and skill in different database, statistical software and MS Office applications (e.g. MS Access, SPSS, Epi-info, Excel, Power point etc.)

  • Ability to use GIS (Geographic Information System) for data visualization
  • Ability to develop online dashboard using Power BI and other tools
  • Knowledge of WHO data and information systems landscape across different levels of the organization is an asset.

Excellent knowledge of English

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
