Purpose of the consultancy

Provide Bill of Quantity (BOQ) and work statement for the improvement and renovation of three chronic units at the National Center for Mental Health (NCMH) , Balqa, Jordan;, and provide guidance on the improvement and renovation, interventions of the National Center for Mental Health (NCMH)

Background

The MoH National Center for Mental Health (NCMH) is the lead agency for the provision of mental health services, treatment and awareness, supervision and training, in addition to the issuance of judicial reports for cases referred from all civil and military courts.

The National Center for Mental Health (NCMH) has 9 inpatient units (male and female), with a total capacity of 205 beds, including a model unit that has been established with the support of WHO Jordan according the bio-psychosocial model of care, in addition to outpatient clinics.

The beneficiaries of the (NCMH) are individuals with mental illnesses ranging from acute to chronic cases.

The (NCMH) operates through a group of mental health professionals comprising of 29 psychiatrists and 60 residents, 144 registered nurses, 4 psychiatric nurses, and 7 psychologists.

The Center provides direct psychiatric care and some rehabilitation interventions through the Occupational Therapy department.

In 2019/2020, WHO and AICS extended their collaboration to further support services for mental health and neurodevelopmental disorders. In this framework, and in line with the requirements of the extended AICS-WHO collaboration, the (NCMH) requested WHO to support its facility to improve the therapeutic environment for its beneficiaries. Such support entails:

1. Improve and renovate the physical environment of the NCMH through:
   1. Converting three chronic units into sub-acute units, each unit consist of two wards-open spaces with 12 beds, and the renovation shall aim towards dividing each ward to 4 rooms if deemed possible.
   2. Renovating the bathrooms
   3. Maintenance work for the doors and windows
   4. Painting the walls
   5. Maintenance work for the Nurse station and TV area
2. Reinforce capacity of human resources.

The expected results of the NCMH request will deliver the following results:

1. Improvement of the quality of services provided by the (NCMH) which in turn will have better outcome for the patients.
2. Promote a more human-rights oriented atmosphere that respects privacy and improves self-confidence and independency, in line with the Convention on the Rights of the Persons with Disabilities (CRPD), ratified by Jordan.
3. Create a healthy environment that resembles regular spaces at home where patients should be prepared for discharge and reintegration in the community.

4. Increased capacity of the NCMH operators to further increase the quality of services provided and, in turn, to maintain the highest standard of support.

This consultancy aims to support WHO with the implementation of the activities related to the improvement and renovation of the physical environment of the NCMH.

Work to be performed

Output 1: To provide a Bill of Quantity (BOQ) and work statement for improving and renovating the physical environment of the NCMH

Deliverable 1.1: Conduct an assessment of the NCMH facility where the improvement and renovation work needs to take place

Deliverable 1.2: Provide a BOQ and work statement for the improvement and renovations of the NCMH including the following items and in line with the findings of the assessment:

1. Converting three chronic units into sub-acute units, each unit consist of two wards-open spaces with 12 beds, and the renovation shall aim towards dividing each ward to 4 rooms if deemed possible.
2. Renovating the bathrooms
3. Maintenance work for the doors and windows
4. Painting the walls
5. Maintenance work for the Nurse station and TV area

Deliverable 1.3: Provide technical documentation to conduct and implement the improvement and renovation of NCMH.

The technical documentation includes providing:

1. List of needed material (ie equipment) for each of the abovementioned items (1-5)
2. The structure calculation for the abovementioned work (1-5), including methods of installation
3. Drawings needed for the abovementioned work (1-5), if any

Deliverable 1.4: Participate in the evaluation of the received offers

Provide a technical feedback on the offers received to conduct the abovementioned work (1-5) to ensure cost effectiveness of the interventions

Output 2: Guide the supplier to improve and renovate the physical environment of the NCMH, to ensure quality control, compliance with national legislative and normative standards, and effective handover

Deliverable 2.1: Provide technical guidance to the supplier throughout the process, including site visits while ensuring safety measures are in place.

Advise on implementation of the abovementioned activities (1-5), provide technical feedback to the supplier, design corrective actions as needed, and ensure safety measures are in place.

Deliverable 2.2: Review and confirm that quality control is performed and manage the handover upon completion.

Ensure that the work is performed in line with normative and legislative standards, and ensure effective handover (including documentation) upon completion

Required Qualifications

Education: First level university degree in civil engineering

Experience: At least 5 years of professional experience at the national level in civil engineer or any related field

Previous work experience with WHO is a plus

Location

The Consultant is expected to perform her/his work at Balqa, Jordan and WCO Jordan

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
