Job Description

Background:

The International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on emergency response, protection, education, economic wellbeing, and health. The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1,000 staff.

The IRC Protection and Rule of Law (PRoL) unit is currently providing protection services in 6 provinces in Afghanistan: Nangahar, Helmand, Laghman, Khost, Herat and Badgis. Those services include protection monitoring, information services, Individual Protection Assistance, Community Based Protection, Legal awareness and assistance, and Protection Case Management.

Scope of Work:

IRC is seeking a Protection Monitoring Consultant for Afghanistan to support the Protection and Rule of Law team to draft monthly protection monitoring reports in Afghanistan. Working closely with the Protection and Rule of Law coordinator, Deputy PRoL coordinator, and the PRoL Technical Adviser, the consultant will review the monitoring tools, guidance, training material and SOPs, and will develop a training module on data analysis and report writing. He/she will compile and analyze the data collected by the protection monitoring teams in the six provinces and support the PRoL team to analyse the data and draft monthly monitoring reports. He/she will identify the different user profiles of the protection analysis, including senior management, sector specialists, advocacy focal points and donors, and suggest the development of information products tailored to their needs. He/she will suggest and implement internal adjustments to the Global Protection Cluster data collection tools to meet the information needs of the different user profiles. Together with the PRoL Coordinator, he/she will identify opportunities to improve primary data quality and adjust existing SOPs. He/she will establish a process to systematically access and integrate secondary data analysis within Protection Monitoring monthly reports. The consultant will also be responsible to, in cooperation with the PRoL TA and PRoL Coordinator, help build the capacities of the Deputy PRoL Coordinator, the PRoL specialist and the Protection Monitoring team in data analysis tools, (through excel dashboards or Power Bi systems), processes, and Protection Monitoring report writing, and development of related information products. He/she is expected to draft a guidance document around steps towards data analysis and report writing and contribute to the global guidance being developed at Head Quarter level.

Deliverables:

The Protection Monitoring Consultant for Afghanistan will deliver:

1. Updated Protection Monitoring tools, including SOPs/Guidance for the Afghanistan PRoL teams.

2. Ongoing capacity building and mentoring of the PRoL Deputy Coordinator, PROL specialist and the rest of the PRoL Protection Monitoring team on data analysis and report writing

3. A data analysis plan and accompanying analysis tools (Excel and/or Power Bi) or another software for Kobo data extraction

4. A training module on data analysis and report writing that can be integrated in the training package.

5. A practical guidance document, on steps to analyse protection monitoring data and write action-oriented accessible reports, accompanied by a dissemination plan.

Qualifications

Requirements:

Preferred Skills and Experience:

- Minimum 5 years of experience in Protection Monitoring, preferably in an International Non-Governmental Organization (INGO) setting, with at least 2 years in a leadership protection position - Strong experience in data and Information Management Systems. - Previous experience in consulting and/or project management - Capacity to work independently - Expert communication skills (written and verbal) in English, with a demonstrated ability in data collection, analysis and report drafting, in a cross-cultural environment - Experience in training and mentoring teams remotely - Experience working in Afghanistan preferred
