The initiative places SDG 5 at the center of efforts with the aim to provide an enabling environment for the implementation of all goals. Spotlight provides a model for partnership with donors, civil society, and all UN partners, to deliver on the Sustainable Development Goals (SDGs) in a comprehensive manner leveraging comparative expertise. The two-year (2020-21) programme, Spotlight initiative in Samoa, focuses on Intimate partner (physical, sexual and emotional) violence (IPV) to address the continuum of gender-based violence in the Pacific region. The Initiative aims at improving access to services, particularly for those most left behind and will build upon existing programmes, both at the country and regional level. The Spotlight Initiative in Samoa builds on existing Government commitments to ending domestic and intimate partner violence and cultural, sport, youth and civil society institutions in Samoa that support ending violence against women and girls. The programme will contextualize international best practice in preventing and responding to violence and learn from emerging practice on what works in Samoa. The UN organizations implementing the programme in Samoa are: UNESCO, UNDP, UNFPA, UN Women and UNICEF. The programme has been launched against the global COVID-19 pandemic, which is affecting all aspects of life, including the functioning of the government, Civil Society Organizations (CSOs), sport, cultural, economic and many other types of institutions. *UNESCO’ concerned post responsible for managing the consultancy contract: **Under the direct supervision of the UNESCO Culture Programme Specialist in Apia*** Long Description ---------------- RATIONALE AND SCOPE The Samoa Spotlight Initiative as a reflection of the global initiative is built on six outcome areas. The six outcome areas are: 1. gender responsive laws and policies; 2. strengthening government institutions; 3. prevention; 4. gender-based violence protection and services; 5. improved collection and use of data and innovation; and 6. strengthening women’s movements. This consultancy provides support to outcome area 3 ‘prevention’ but also will aim to improve coordination across the outcome areas where UNESCO works. The outcome area focusing on Prevention uses community based prevention strategies, mobilizes women and men at the community level, and e men and boys as well as uses educational approaches. Long Description ---------------- Objectives The objectives of this consultancy are: - Coordinate execution of project and monitor activities by implementing partners; - Assist in the identification of new partners and establishment of contractual arrangements; - Plan and organize Spotlight Partners meetings; - Contribute to the creation of visibility material and outreach of the project’s outcomes. OUPUTS (tangible results) with deadlines (bulleted below): The outputs for this consultancy are as follows : 1. Monthly progress reports on the implementation status of the assigned activities; 2. One human interest story and at least 10 social media posts on the implementation of the Spotlight Initiative; 3. Final narrative report on the implementation status of the assigned activities on culture related projects. Long Description ---------------- TASKS RELATED TO THE ASSIGNMENT: 1. Manage implementation, coordinate execution by implementing partners, and monitor the activities in the frame the Spotlight Initiative in accordance with the project’s approved programme, work plan and budget; 2. Facilitate the effective coordination between partners working on the Spotlight Initiative, enabling links between the activities carried out by UNESCO partners and ensuring effective collaboration with the SI UN partners and CSO-NRG; 3. Provide assistance in the procurement process for new partners for Spotlight Initiative project; 4. Oversee, when relevant, the quality of the partner deliverables in by the contractors and relevant partners by ensuring that the expected outputs from the project are delivered in time and in line with the signed contractual arrangements; 5. Participate in meetings and site visits as required to facilitate the implementation of the project and oversee on-site activities; 6. Contribute to the final report of the Spotlight Initiative by compiling inputs from implementing partners; 7. Previous experience in developing adult learning methods would be an advantage. - Proven experience in planning, coordinating, follow-up and engagement with various stakeholders in implementation of programme/project activities. **Languages (Essential)**: Excellent knowledge of the English language **Knowledge of Office ICTs**: MS Office **DESIRABLE QUALIFICATIONS** ---------------------------- **Experience**: Prior experience with the UN or international organizations is an advantage. **Skills**: Strong inter-personal skills, especially oral and written communication skill **Languages (Essential)**: Excellent command of spoken and written English. **Specific ICTs**: MS Office proficiency **APPLICATION PROCESS** ----------------------- This is an Individual *local* consultancy which requires the consultant to be a citizen or resident with a legal right to work in Samoa.
