Background

The purpose of this consultancy is to support the UN Women Philippines Office by providing operations and administrative support for the implementation of “Bridging Recruitment to Reintegration in Migration Governance Programme (BRIDGE).” This consultancy is open for Filipino nationals only.

UN Women Philippines is jointly implementing the Bridging Recruitment to Reintegration in Migration Governance Programme (BRIDGE) with the International Organization for Migration (IOM) and the International Labour Organization (ILO) to support the Philippine government in achieving Objectives 6 and 21 of the Global Compact for Migration, on fair and ethical recruitment, decent work, dignified return, and sustainable reintegration.

This will be accomplished by ensuring a) Government initiatives to promote fair and ethical recruitment as well as reintegration services are evidence-based, gender-responsive and coordinated through a people-centered, whole-of-government and whole-of-society approach and b) the Government establishes mechanisms to translate evidence into policy and best practices pertaining to recruitment and reintegration through the migration cycle. Both results seek to that ensure human mobility in the Philippines is fully utilized and facilitated in a regular, safe and orderly manner that contributes towards sustainable development effects for migrants, their families and even communities.

UN Women Philippines will contribute to the project by engaging government and non-government actors and organizations to ensure gender-responsive mechanisms specifically addressing gender differentiated needs of migrants as well as coordinate partnership meetings, policy and knowledge exchange to further learn and understand the circumstances of migrant women.

Purpose of the consultancy

The Consultant will provide operational and administrative support to the Programme Officer and the BRIDGE team toward effective and successful implementation of the BRIDGE programme in line with UN Women rules and regulations.

Duties and Responsibilities

The consultant will provide programme support to the portfolio of BRIDGE Programme in the Philippines. She/He is expected to accomplish the following specific tasks:

  1. Coordinate with BRIDGE partners, service providers, and other stakeholders regarding administrative and logistical aspects of programme delivery;
  2. Provide administrative and IT support for activities organized by UN Women BRIDGE including but not limited to webinars, workshops, and other forum, as well as preparatory meetings for the same. Such support may include setting up, hosting, and recording online meetings, and note-taking and documentation. Majority of the activities will be conducted online, but up to 1 activity per month may be conducted in person, within Metro Manila, if COVID regulations permit.
  3. Monitor report and other required submissions of consultants and other service providers, and follow up with them as needed.
  4. Provide assistance for the programme’s financial management and monitoring including maintaining a budget tracking document, undertaking budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of the project, tracking of and reporting on mobilized resources, etc.
  5. Initiate procurement of supplies, goods and services that are necessary in programme delivery;
  6. Support preparation of documents necessary for travel of staff such as canvassing of travel fares, preparation of travel authority, among others;
  7. Process payments to vendors and consultants in a timely manner.

Tasks and Deliverables

Target Dates

Monthly accomplishment report that highlights tasks performed in the past month related to:

  • Payments for short-term contract holders and consultants, as per contracts and upon receipt of deliverables
  • Contract issuance and amendment for contract holders and consultants and make a payment, as needed, upon receipt of deliverables
  • Procurement and selection of suppliers (merchandise, including hotels, transport), payment of DSAs for participants in physical events
  • Administrative support for BRIDGE activities including but not limited to webinars, workshops, and other forums, and preparatory meetings for the same (emails, invitation, schedule, agenda, list of participants, online recording etc.)
  • Updated procurement plan as required by procurement unit, as applicable.
  • Budget monitoring and expenditures tracking report
  • Monitoring and closure of agreements with donors
  • Support on project partner audit as needed
  • Filing system and online document depository

Every 15th of the month, from June to October 2022 (July 15, August 15, September 15, October 15)

The The consultant will be supervised by BRIDGE Programme Officer.

Required Skills and Experience

  • Secondary Education with specialized training in procurement. University Degree in Business Administration, Public Administration or Social Sciences is an advantage.
  • Five (5) years of experience in providing administrative support to programme and office operations.
  • At least 2 years' experience in performing financial support, including budget tracking and monitoring, preparing budget revisions, purchase orders, payment requests, and performing related tasks and functions. Experience using Atlas and other programs and apps used by UN agencies an advantage.
  • Previous work experience in the UN and other development organizations is highly desirable.

Language requirement:

  • Fluency in English and Filipino is required.

Contract period and work location

The consultant will ideally be based in Metro Manila (official duty station in Philippine Programme Office - Mandaluyong). Upon request of UN Women team and/ or partners and depending on budget availability, the consultant may travel to project areas or activity venues outside duty station. The contract period will be from June 2022 to October 2022.

Any travel costs related to travel will be authorized and arranged by UN Women prior the travel date according to its rules and regulations.

Evaluation

Applications will be evaluated based on the Technical qualification.
