You have:

- Advanced University degree in Disaster Risk Reduction/Management, Climate adaptation, Economics, Political Sciences, International Development, or meteorology, hydrology, environmental science studies.
- Experience with anticipatory actions, forecast-based financing, sovereign, macro or micro insurance or insurance.
- Experience with government capacity strengthening.
- Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues.
- Experience of leading or contributing to strategy development.
- Experience with emergency response, early warning and preparedness, or disaster contingency planning.
- Experience in developing tailored communication and dissemination strategies to strengthen access to risk financing solutions.
- Proven experience of working with governments, donors, and UN agencies.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In July 2022, the World Food Programme (WFP) started a new cycle of Country Strategic Plan (CSP) in Mozambique. This second-generation CSP consolidates WFP’s role as a technical advisor and positions WFP as an expert technical partner of choice in supporting national priorities and programmes in pursuit of the 2030 Agenda.
Climate risk has a central role in Mozambique seen the high level of exposure and vulnerability of the country, and this component is crucial in this new programming cycle of WFP. To this end, WFP is strengthening the integration of innovative disaster risk financing mechanisms like anticipatory actions, Forecast-based financing and macro insurance schemes in its programming as well as supporting the Government in the development of such initiatives at national level, within the framework of the current legislation. This also includes embedding these innovative approached throughout the disaster risk management cycle, from preparedness to response and strengthening solutions to scale up, like the linkages with the national shock-responsive social protection programmes.
WFP is looking for a programme policy officer to act as lead of this component and co-manager of Activity 4 under the new CSP.
KEY ACCOUNTABILITIES
Within delegated authority and under direct supervision of the Deputy Head of Programme, the Programme Policy Officer will be responsible for the following duties:
Programme Strategic Engagement and Programme Cycle:
- Lead strategic engagement of WFP Mozambique with the Disaster Risk Management Institute (INDG), the Ministry of Economy and Finance (MEF) the National Meteorologic Institute (INAM), the Ministry of Agriculture and rural development (MADER) and other line ministries contributing to disaster risk management and reduction.
- Lead programme cycle management (planning, implementation, monitoring, and evaluation) of the full portfolio of disaster risk financing tools (covering anticipatory action and forecast based financing, sovereign insurance, multi-hazard integrated early warning for drought, flood, and tropical cyclone) in coordination with senior government counterparts from INGD, MEF, INAM, MADER and other key stakeholders.
- Lead policy setting, capacity strengthening, strategic and operational planning, and advocacy of the full portfolio of disaster risk financing in coordination with senior government officials from INGD, MEF, INAM, MADER and other key stakeholders.
- Monitor disaster risk financing outputs and services delivered to ensure they contribute to the Country Office’s planned Strategic Outcomes and are to the appropriate quality, on time and within budget. Proactively monitor overall progress and initiate corrective actions as appropriate to resolve issues.
- Foster the integration of activities especially between Anticipatory Actions and Social Protection programmes within WFP but also the building national capacity for the coordination between INGD and the Ministry of Gender, Child and Social Action (MGCAS).
- Build the capacity of national staff towards establishing a team to manage DRM/DRF activities.
- Ensure compliance with regional (RB) and headquarters (HQ) guidelines, liaising closely with RB and HQ counterparts.
- Lead integration and harmonization of anticipatory action, early warning, and sovereign insurance with other Country office (CO) Units, especially Emergency, Sustainable Food systems, nutrition, Vulnerability Assessment and mapping, nutrition, and Partnership Unit
- Provide capacity strengthening and support to Field office staff for the direct implementation with province and district level authorities.
Partnerships:
- Represent WFP at partnership fora with donor representatives and other stakeholders within the Disaster Risk Management sector (Food Security Cluster, Disaster risk reduction Partners Group, UNSDCF Strategic Priority Area 3 Climate Resilience Group, etc).
Staff Management:
- Facilitate the recruitment and development of technical staff to the Activity 4 team and manage their performance.
Budget and Fundraising:
- Manage the Activity budget, monitoring expenditures against outputs as the programme progresses.
- Engage in resource mobilization efforts for project development and government capacity strengthening on multi-hazard anticipatory actions and macro insurance (e.g. scanning for opportunities, preparing proposals, raising funds, etc.), with both development and humanitarian donors.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Disaster Risk Reduction/Management, Climate adaptation, Economics, Political Sciences, International Law, International Development, or meteorology, hydrology, environmental science studies.
Experience:
- At least 6 years of progressive postgraduate professional experience in programme/project development, capacity strengthening, representation in a humanitarian or development environment.
- Experience with anticipatory actions, forecast-based financing, sovereign, macro or micro insurance or insurance, including being familiar with vulnerability and risk mapping, climate and weather forecast and monitoring indicators and triggers.
- Experience with government capacity strengthening.
- Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues;
- Experience of leading or contributing to strategy development.
- Experience with emergency response, early warning and preparedness, or disaster contingency planning
- Experience in developing tailored communication and dissemination strategies to strengthen access to risk financing solutions
- Proven experience of working with governments, donors, and UN agencies.
