CONTEXT AND OBJECTIVE OF THE MISSION:

Humanitarian and development stakeholders in Mauritania acknowledge the need to move away from humanitarian and relief interventions to supporting more sustainable livelihoods for refugees residing within the Mbera Refugee Camp and for the surrounding fragile communities in the Bassikounou Department. The current approach to provide relief in the form of basic needs (food, healthcare, shelter, and other services) to refugees in the camp, complemented by small-scale income generating activities, is built on the assumption that the refugee situation is temporary and that the security situation in the region will allow refugees to return to Mali in the near future. This approach is not sustainable considering funding shortfalls and given the fact that a return to Mali is not anticipated in the near future due to the continuing and potentially worsening security situation. In addition, the provision of large-scale humanitarian assistance to camp residents creates a divide between host community members, who receive far less support, and refugee households.

The camp has been evolving and growing consistently since the first influxes of refugees in 2012. The current vision of the humanitarian partners jointly with the local administration and donors is for it to become a more structured town, with developed infrastructure and clearer urban planning. In this context, that will remain fragile soon, humanitarian assistance will continue to be needed for refugee households classified as most vulnerable; however, investing in making refugees more self-reliant will allow a certain subset to be better able to take care of themselves and their families as well as weather divergent shocks and stressors. Furthermore, because the camp is in a region with difficult living conditions due to the lack of essential services, the potential for refugees to serve as economic engines and develop these areas to create added value is significant. However, to do this, there is a need for in-depth stakeholder mapping at the Bassikounou and Nouakchott levels; significant coordination efforts between UN agencies and other NGOs operating in the area; and an investment in joint advocacy efforts.

PURPOSE:

The purpose of this consultancy is thus to provide on-the-ground in-country support to the Mauritania Country Office so that WFP can serve as a leader and coordinator for this work.

SPECIFIC RESPONSIBILITIES:

Working under the supervision of the Head of Programme and in close collaboration with the Bassikounou Sub-Office Colleagues and the Partnership and Donor Relations Unit, the Consultant will:

  • Conduct In-depth Stakeholder Mapping: lead an in-depth stakeholder mapping exercise at the M’bera Refugee Camp, Bassikounou, and Nouakchott levels looking at all aspects of interventions (incl. targeting, program design, synergies with other activities, and gaps), and all actors (incl. national government institutions at local, regional, and central level, UN agencies, other implementing agencies, foreign government representations and institutions) in linkage with national strategies and policies. More specifically, stakeholder mapping is expected to review who is implementing what in the camp and its environs, what overlaps exist, and what may be the areas for synergies, among others. Mapping will be presented to WFP internally and then to the United Nations Country Team upon finalization.

  • Lead on Agency Coordination and Concept Development: by helping with the drafting a project concept that allows for multi-faceted livelihoods and income-generating solutions in the camp and its environs. Coordination will include drafting a joint concept note that incorporates multi-agency and multi-sectorial response; soliciting inputs from agencies and conducting consultations with emphasis on government at central and local level; and determining a good/sustainable UN agency coordination model for this work going forward. Consultant will also oversee—although an expert or team will be hired—a value-chain analysis (VCA) in Bassikounou, the results of which will be presented to the entire UN Country Team and feed into the joint concept.

  • Support Fundraising Efforts: Working closely with the head of Donor Relations, the consultant will be expected to support fundraising efforts. These will involve updating donor mapping, participating in donor briefings, drafting proposals tailored to specific donor interests, and creating presentations for high-level forums.

DELIVERABLES:

  1. Stakeholder mapping report, which clearly captures the stakeholder consultation outcomes and the template of which will be discussed and agreed with the Head of Programme.

  2. Stakeholder mapping matrix with pre-defined variables

  3. Meeting minutes from coordination meetings

  4. Proposals and concept notes as per CO requests

QUALIFICATIONS AND LEVEL OF EXPERIENCE:

Level of Education:

Advanced university degree in political or social sciences, economics, agronomy or environment, management, project management, international development, or related fields.

Experience:

A minimum of seven years of relevant experience in line with the terms of reference. Strong writing skills a must. Previous experience in livelihoods-based programming, protracted response, UN coordination, donor fundraising and advocacy, food security, social protection, and/or community-based programming considered a plus. Previous experience with WFP in a country office setting considered very valuable.

Skills:

Knowledge of the Sahel.

Ability to consult and build consensus.

Coordination experience.

Strong writing skills.

Language:

C-level French and English skills; Arabic language skills considered a strong plus.

TERMS & CONDITIONS:

The selected candidate will be employed based on a fixed-term contract with an initial duration of one year, which will be the probationary period, and renewable if confirmed.
