BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The WFP Country Office in Brazzaville is currently hiring an expert to provide oversight, management, and support to the Country Office’s emergency project activities.

The Republic of Congo Country Strategic Plan (CSP) 2019-2024 approved by the WFP Executive Board in its first session of 2019 became effective on 25 February 2019. It aims to contribute to four Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 5 Activities are planned to be implemented to achieve the contributions to the four Strategic Outcomes.

The Strategic Outcome (SO) 1 of the CSP emphasizes that food insecure people affected by shocks have access to adequate food all year. The activities under this SO are focused on assisting vulnerable people, including refugees, internally displaced persons, returnees, and indigenous people, affected by conflict, natural disasters or other shocks and stresses such as epidemics or climate shocks. Beneficiaries will be targeted based on their vulnerability as assessed through gender analyses; the specific nutrition needs and priorities of women, men, girls and boys will be addressed through nutrition-specific and -sensitive assistance.

The relevant activity (1) aims to provide unconditional and/or conditional food and nutrition assistance to people affected by shocks. Each year, 75,000 crisis-affected vulnerable people in Pool, Bouenza and Likouala Departments receive unconditional or conditional food or cash-based assistance that meets their immediate needs and contributes to early recovery, thereby building and reinforcing social cohesion in these fragile areas. WFP is progressively incorporating locally sourced commodities in its food rations, thus creating linkages to strategic outcome 3. The selection of the transfer modality – cash-based transfers (CBTs) or food – is based on analyses of efficiency, effectiveness and equity and informed by assessments of markets, supply chains and gender dynamics in the areas of intervention. To support the early recovery of targeted people in areas affected by armed conflict or natural disaster, WFP is implementing food assistance for assets activities aimed at rehabilitating food production chains and supporting the transition to resilience building (strategic outcome 3). Nutrition-specific and -sensitive interventions will address the nutrition needs of vulnerable women, men, girls and boys. Supplementary nutritious foods will be distributed monthly for treatment and prevention of moderate acute malnutrition among children aged 6–59 months and pregnant and lactating women and girls in targeted communities.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall guidance of the Deputy Country Director, the Consultant will be based in the WFP's Country Office in Brazzaville, Republic of Congo, working within the Programme team, the consultant will have the following duties:

  • Strengthen the capacity of WFP country office to coordinate emergency preparedness and response at Program, Pillar and UN coordination level in consultation with the DCD/Head of Programme

  • Provide technical advice and support on disaster management / disaster risk management strategies and policies, including streamlining plans and policies, to the field offices and government partners.

  • Ensure field coordination/oversee sub-offices activities: approval of Distribution Plans and FRNs as well as mission plans.

  • Provide technical support to sub offices in the implementation of activities.

  • Oversee the CBT activities and ensure CBT reconciliations are done in a timely manner and provide support and technical expertise for the planning and implementation of CBT activities. The incumbent will also act as CBT focal point.
  • Ensure timely distribution of cash and food, reporting and data recording in WFP corporate tools in coordination with Activity Managers, the M&E unit, and Sub-Offices.
  • Coordinate the implementation of SCOPE related activities in the Country Office.
  • Assist government counterparts, CPs, and other partners in identifying where food assistance can be usefully provided and the appropriate modality to be implemented in a coordinated manner.
  • Support the management with the planning, implementation and drafting of the Annual Performance Plan.
  • Contribute to resource mobilization efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities.
  • Lead, motivate and develop a team of staff to enable high performance.
  • Participate in all relevant UN Coordination meetings at technical level and act as alternate for the DCD/Head of Programme in the PMT.
  • Ensure that the contracts with the Financial Service Providers are up to date in coordination with other units.
  • Provide inputs to funding proposals and reporting.
  • Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Political Science, Social Sciences, Economics, Statistics, Information Management, International Affairs, Nutrition/Health, or another relevant field.

Experience/Profile

Language:

  • For holders of an advanced university degree, at least 7 years of relevant work experience and 10 years for holders of a first-level university degree, of progressively responsible experience in either humanitarian project management or implementation.

    • Experience in managing operational partnerships and a team of operational staff.
    • Experience in WFP food assistance programmes.

    • Capacity development for government counterparts, cooperating partners, and WFP staff.

    • Analysis of both qualitative and quantitative data.
    • Performance reporting of operations; developing training materials and training facilitation methods.
    • Has led a Sub Office or a small country/area office programme I an asset.

Fluency (level C) in French. Intermediate knowledge (level B) of English.
