Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s India Country Office works towards promoting women’s role in peace building, intergovernmental processes, UN interagency coordination.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

The Intergovernmental Processes & Inter-Agency Coordination in UN Women India CO plays a central role to deliver on UN Women’s normative support functions and strengthens linkages between normative work and operational activities. It contributes to the Entity’s support for the development and strengthening of a comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, responds to new and emerging issues, challenges and opportunities and is applied through action by Governments and other stakeholders at all levels. The Unit also has special responsibility for the coordination of substantive servicing of intergovernmental and expert bodies as mandated in relevant legislative documents.

UN Women is managing a programme of work called Generation Equality. This is a programme to galvanize all stakeholders to implement actions that remove the most egregious barriers to gender equality. This position will support the programme analyst, manage and implement Generation Equality.

Reporting to the Programme Analyst, Intergovernmental Processes, UN System Coordination and Women, Peace and Security, the Consultant - Programme Coordinator contributes to the effective management of UN Women programmes in the India CO by providing substantive inputs to programme design, formulation, implementation and evaluation. S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. She/he coordinates on the activities under the Generation Equality global programme and will work in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

The Consultant - Programme Coordinator supervises and leads programme support staff, coordinates activities of the projects’ staff. The Consultant - Programme Coordinator works in close collaboration with the operations team, programme staff in other UN Agencies, UN Women HQs/RO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UN Women programme implementation.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Intergovernmental Processes, with a focus on Generation Equality programme:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme;
  • Ensures implementation of Generation Equality program contributes to and aligns with the Annual Work Plan.

Provide substantive technical support to the implementation and management of the Intergovernmental Processes, including the Generation Equality programme:

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Support effective management of the Generation Equality Programme focusing on quality control from formulation to implementation of the programme;
  • Manage grantees and Identify capacity building and technical support needed from grantee(s) working on normative frameworks and guiding principles i.e. CEDAW and BPfA;
  • Provide support in drafting annual and quarterly reports for IGP and WPS programmes;
  • Manage Donor-partner relationships and preparation of donor reports;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

Ensures implementation of the CO intergovernmental processes on gender equality and the empowerment of women:

  • Support coordinate the CO’s CSW (Commission for the Status for Women) participation: In coordination with programme units, identify the participants that UN Women will support to attend the CSW. Organize pre-departure and post-conference briefings;
  • Support coordinate CSOs (Civil Society Organisations) and UNCT (United Nations Country Team) reports on all inter-governmental processes ie., CEDAW, BPfA, SDGs and the Universal Periodic Review (UPR);
  • Support Governments‘ to participate effectively in the CEDAW review sessions.

Provide substantive technical inputs to the management of people and finances of the Intergovernmental Processes:

  • Support management of the Generation Equality programme
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Run procurement processes, HR processes, and ensure ciompliaance to UN Women’s policies and procedures across all operation matters related to grant management
  • Ensure compliance with all operations regarding implementation of the programme
  • Supervise Programme Associates and Assistant as required.

Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies; analyse and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to Intergovernmental Processes, Inter-Agency Coordination & Women, Peace, Security;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Intergovernmental Processes, Inter-Agency Coordination & Women, Peace, Security.

Deliverables:

  • Programme workplan, including timelines and budgets;
  • Knowledge products developed and finalized;
  • Quarterly and Annual Programme Reports – Narrative and Financial;
  • Donor Reports – Quarterly and Annual.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • Minimum 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in managing programmes;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience in strategic planning and programme and project formulation using RBM tools;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Demonstrable experience in programme implementation, coordination and management (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Written Test (20 points)
  • Interview (80 points)
