Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector, and other relevant actors.

In times of crisis such as the COVID-19 pandemic, women and girls face higher risk of violence. Sexual and Gender Based Violence (SGBV) in India remains a highly prevalent and protracted problem which not only affects the human rights many women, girls and other vulnerable group, but remains a major public health and development challenge. COVID-19 outbreak has uncovered the existing inequalities in families and society in India and exacerbated the structural factors that contribute to SGBV in its different forms including domestic violence, intimate partier violence, violence against children, sexual exploitation, abuse and harassment, and at different sites- private pubic, work and online. The UN Secretary General made an appeal to the leaders of the Members States to put ‘Women and Girls Safety first’ and center- stage gender responsive measures in their plans to address the challenge of COVID-19, to build back better and equal world. India was among 140 countries to endorse the Call.

UN Women is currently implementing two programmes in 2022 on Gender-Responsive COVID-19 Recovery in India & COVID-19 and Ensuring Women’s Health, Wellness and Safety in Rural Spaces in the Tea Sector in Assam.

Within this context, UN Women seeks the services of a Consultant - Programme Assistant to support smooth management including implementation, monitoring and evaluations of the projects. Under the supervision of the Programme Specialist, will work in close collaboration with the EVAW team as well as the operations team at UN WOMEN.

Duties and Responsibilities

Provide administrative support to the Programme Unit:

  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
  • Support the team with email follow up with Implementing Partners;
  • Regularly set up meetings with Implementing Partners and support in collating narrative an financial reports and supporting documents from partners;
  • Work closely with selected CSOs grantees of the programme to ensure timely delivery of the agreed deliverables;
  • Support in consolidating reports from partners;
  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Create requisitions (ERQ) for procurements and process payments for consultants;
  • Receive correspondence and articulate the response with counterparts;
  • Support the registration of new contracts and vendors and ensure expenditures are aligned with budget lines;
  • Assist in drafting annual reports and workplan of the programme and uploading of cleared reports to RMS;
  • Maintain full compliance of administrative activities with UN Women rules, regulations, policies and procedures.

Provide administrative support to Resource Mobilization:

  • Prepare cost-sharing and other agreements;
  • Support to compile and process information from donors, Regional and Country Office, and programme team, as inputs to various databases and documents.

Provide administrative support to the financial management of the Programme Unit:

  • Support in budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programme/projects, including the finalization of FACE forms (financial management form);
  • Review financial reports and assist them technically if need may arise;
  • prepare non-PO vouchers for development projects;
  • Process payment for consultants
  • Maintain internal expenditures control system;

Assist in the preparation and follow up of cost-recovery bills for the programmes.

  • Support in creation of projects and budget revisions for the programme.
  • Timely and accurate support to events, workshops, and missions.
  • Timely processing payments for partners and consultants.
  • Timely travel arrangements for the Programme Team, including travel requisitions and claims.
  • Timely registration of new contracts and vendors and ensure expenditures are aligned with budget line.
  • Organizing logistical, administrative, and financial arrangements for meetings, workshops, events, and missions.

Required Skills and Experience

Education:

  • Bachelor’s Degree or Master’s in Public Administration, Social Science, Business Management, or related field.

Experience:

  • At least 3 to 5 years of progressively responsible experience in administration or programme management/support.
  • Experience in working in a computer environment using multiple office software packages.
  • Experience in supporting project coordination and team.

Language Requirements:

  • Fluency in English and Hindi is required.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points)
  • Minimum Experience relevant to the assignment (15 points)
  • Experience in working in a computer environment using multiple office software packages (5 points)

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interviews – 80 Points
  • Writing Samples Evaluation - 20 Points
