STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in a relevant field, such as Development Studies, International Affairs, Economics, or Public Policy, or First University Degree with additional years of related work experience.

Experience:

• At least seven years of progressively responsible professional work experience in humanitarian affairs (vulnerability analysis, programme design and implementation, monitoring and evaluation, conflict sensitivity, HDP Nexus, emergency response, partnerships or coordination), development, or related fields is required.

• Experience working in fragile and conflict-affected contexts in the areas of food security or food systems in a UN agency, international NGO, or international organization.

• Experience working at global/headquarters, regional office, and country office levels.

• Familiarity with food security and related issues, preferably in the context of humanitarian and development contexts.

• Strong knowledge and understanding of the humanitarian-development-peace nexus.

ORGANIZATIONAL CONTEXT

The Global Network Against Food Crises (GNAFC) was launched at the 2016 World Humanitarian Summit by the European Union, FAO and WFP with the objective of tackling the root causes of food crises and promoting sustainable solutions through shared analysis and knowledge and strengthened coordination in evidence-based responses. One of the foundational principles of the GNAFC is that responses in food crises need to address immediate humanitarian needs, link the short-term interventions with a medium to long-term vision, and invest in targeted development assistance to reduce needs, risks and vulnerability as well as in early preparedness and anticipatory actions.

The GNAFC operates at the national, regional and global levels along three interlinked dimensions (3x3 approach):

  1. Understanding food crises – Generating evidence-based information and analysis.
  2. Strategic Investment in food and nutrition security – Leveraging strategic investments to prepare, prevent and respond to food crises.
  3. Going beyond food – Fostering political uptake and functional coordination across clusters/sectors to address other dimensions driving the food security crisis scenarios.

JOB PURPOSE

The vision of the GNAFC is to prepare and respond to food crises and support the collective outcome related to Ending Hunger (SDG 2); reducing needs, risks and vulnerabilities associated with acute hunger, achieve food security and improved nutrition and promote sustainable agriculture and food systems.

A set of principles inspires the Global Network’s efforts:

  1. The need to prepare, anticipate and respond at the local, regional and global levels, building on and strengthening local systems.
  2. The centrality of resilient and sustainable food systems in preventing food and nutrition crises, mitigating their impact and boosting recovery and rehabilitation for its transformation.
  3. The need to inform policies and actions to fight food and nutrition insecurity with evidence-based understanding of the complex dynamics and drivers of risk and vulnerability, such as conflict and insecurity, climate change, environmental degradation, and demographic change.
  4. The need to address the risk, vulnerabilities and priorities of local rural communities involved in agriculture by adopting a territorial approach that is supported by national policies.
  5. The need to align with and build on major existing initiatives and coordination mechanisms in order to deliver collective outcomes and meet the 2030 Agenda.
  6. Ensuring conflict sensitive programming and principled approaches.

KEY ACCOUNTABILITIES (not all-inclusive)

The GNAFC’s governance structure includes three groups:

  1. Strategic Steering Group (SSG), represented at Deputy Principal level
  2. Senior Advisory Group (SAG), represented at Director level
  3. Technical Working Group (TWG), represented at technical level

The GNAFC’s Technical Support Unit (TSU) is a WFP-FAO co-hosted operational entity that provides support to the GNAFC’s three governing bodies.

The Programme & Policy Officer is a pivotal role within the GNAFC's Technical Support Unit, responsible for providing operational and strategic support to the GNAFC's governing bodies. The Programme & Policy Officer will work directly under the supervision of the Head of the TSU, contributing to the effective implementation of GNAFC's objectives and principles.

RESPONSIBILITIES

The Programme & Policy Officer will undertake the following duties and tasks:

  • Develop, propose and support the implementation of a cohesive and strategic forward-looking agenda and associated work plan, based on evolving global developments and discussions across the GNAFC’s governing bodies.
  • Facilitate the flow of information and lead the integration and coherent implementation of established strategic priorities across GNAFC governing bodies and TSU pillar leads (evidence, country engagement and partnerships).
  • Support management efforts to ensure effective information sharing and integration and alignment of GNAFC’s efforts with WFP priorities and programmatic functions.
  • Establish a rigorous performance monitoring framework, tracking the progress of strategic initiatives emanating from the SSG, SAG, and TWG meetings.
  • Working closely with relevant communications colleagues, craft clear and articulate communication materials that convey the strategic direction, priorities, and achievements of the GNAFC to internal and external audiences.
  • Support the GNACF’s engagement with relevant stakeholders, including governments, international organizations, and NGOs.
  • In support of GNAFC’s efforts to promote coherent short and long-term responses to food crises, monitor international forums and policy platforms, and conduct systematic reviews of policies across humanitarian, development, and peace agendas.
  • Stay attuned to emerging trends, global developments, and transformative shifts in the food security landscape to proactively support the GNAFC’s strategic approach to addressing food crises.

Knowledge & Skills:

• Short- and long-term strategic planning.

• Ability to conduct in-depth written analysis and formulate clear and practical recommendations.

• Excellent analytical, writing, communication, facilitation, coordination and networking skills.

• Ability to work effectively in a multicultural team environment, as well as independently.

Languages: Fluency in English and one other UN language (Arabic, Chinese, French, Russian, Spanish) is required; knowledge of other languages is desirable.
