Purpose of the Consultancy

This consultancy aims to support multiple units of WHO Laos for project management of DFAT and USAID – WHO bilateral awards with a focus on coordination, financial monitoring and reporting. This is to support the multiple units to jointly implement the DFAT and USAID funded activities on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) system strengthening, Child immunization and strengthening Primary Health Care through community engagement.

Background

The WHO Representative Office in Lao PDR is recruiting a short-term consultant for project management to work across different units of the office to manage the DFAT and USAID bilaterally funded projects. Mother and Child Health and Quality and Safety unit (MCQ) is leading work on these bilateral grants with the divisions and units as following: Vaccine Preventable Disease (VDI), Health System Development (HSD), World Health Emergency (WHE) and Coordination and Communication for Health (CC4H) to deliver the program output.

The MCQ programme in WHO Country Office in Lao PDR is aiming at improving reproductive, maternal and child health of Lao population through strengthening health system, governance, and community engagement, with strategic focus on quality, efficiency and equity.

Under the supervision of HSD coordinator and technical officers as well as MCQ, VDI, HSD, WHE, and CC4H, the consultant is expected to support coordination of planning, monitoring of the implementation of activities of the two grants and support timely donor reporting. It will require close collaboration and coordination with all relevant staff in the WHO Country Office in Lao PDR and the donors. The consultant will closely work with Program Management Officer (PMO) of WHO Lao CO as well as program assistants of MCQ, VDI, HSD, WHE and CC4H, particularly in financial monitoring and management.

This consultancy needs broad understanding of the role of different units to support the across-unit program from health system development perspective.

Deliverables

Under the supervision of MCQ Team Lead and technical officers as well as relevant team leads, the Consultant will be responsible for delivering the following:

Output 1: Project Management of MCQ programme funded by USAID and DFAT

· Deliverable 1.1: Review expenditure against planned costs and provide support for potential on- time re-programming when needed.

· Deliverable 1.2: Monthly monitoring reports on encumbrances and expenditures, of USAID and DFAT funded activities, based on coordination with relevant teams within the consultant's contract period.

Output 2: Support for donor reporting and coordination

· Deliverable 2.1: To draft the donor reports (e.g., mid-term and final ones and all regular/ad-hoc reporting requests by donors) and submit it on time according to the donor reporting requirements

· Deliverable 2.2: To prepare ad-hoc meetings with donors in terms of technical and financial reports

· Deliverable 2.3: Collaborate with the communication team and all relevant teams in implementing the funding to develop donor visibility materials such as policy brief, and donor brochure.

Output 3: Support admin staff of MCQ/Health Systems Development teams and PMO to work with admin of other teams in monitoring of the implementation of the funding.

· Deliverable 3.1: Develop a monitoring tool/file to support MCQ admin and PMO to coordinate with admin of other teams.

· Deliverable 3.2: Update the monitoring file and flag with PMO and admin staff when any issues in the implementation of the funding are found.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Advanced University degree with specialization in business administration, public administration, public health, economics, project management, international relations or other field directly related to the substantive area of work.

Experience

Essential: At least 5 years of experience in public health.

Desirable:

  • At least 3 years of project management experience in public health or relevant
  • Working experience in international organizations and external relation and coordination
  • Experience in external/internal working experience with USAID/DFAT is an asset.

Skills/Knowledge

  • Project management skill and knowledge
  • Understanding of health agenda of Sustainable Development Goals
  • Understanding of aid effectiveness
  • Ensuring effective use of resources

Languages and level required

Fluent in English, with excellent oral and written communication skills.

On site, Vientiane, Lao PDR

Travel

The consultant is required to travel within the country.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant may receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
