How can you make a difference?

The Nutrition Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking a qualified consultant to develop short videos to document the implementation of simplified protocols for the treatment of child wasting in Cambodia and Indonesia. The consultant is expected to work with UNICEF from pre- to post-production of the videos, including finalizing the creative brief after initial consultation with the country teams, development of scripts and storyboards, production (shooting) of videos, and photography. The consultant will be expected to advise and amend the script based on the context of the shoot locations. They will also be expected to manage the post-production editing of videos. By documenting the status of implementation of different simplified interventions for the treatment of child wasting, these videos will contribute to advocacy for the adoption and scale up of simplified approaches in East Asia and the Pacific.

Work Assignment, Expected deliverable and Delivery schedule:

The consultant will work under the guidance of the EAPRO nutrition specialist to carry out assignments in the following areas:

1. Assignment: Pre- production management for three short videos in (1 in Cambodia and 2 in Indonesia) Specific tasks under this assignment include:

a) Develop creative briefs for each video.

b) Develop draft scripts and storyboards with input from EAPRO and country offices.

c) Identify production needs in each country, including team members, e.g., in-country translators/local fixers.

d) Visit each suggested shoot location, and with support from the UNICEF country offices/EAPRO for recce - scout exact locations, identify the interview participants, refine the script and storyboards.

e) Develop production plans for each location/country.

Expected deliverables:

a) Creative brief (s) finalized.

b) Draft video scripts and storyboards with input from UNICEF

c) Final video scripts and storyboards adaptations made to the scripts/storyboard based on findings from the field.

d) Recce completed and production needs for each country shoot identified.

e) Production plan finalized and submitted.

Deliverable schedule: August 15 – September 15, 2023

2. Assignment: Production of three videos with minimum resolution of 1280x720: Long-form video (maximum of 3 mins) and photography. Specific tasks under this assignment include:

a) Conduct interviews with identified video subjects with support from UNICEF country offices.

b) Set up lighting, sound, and other identified inputs.

c) Shoot video footage.

d) Capture the b-roll.

e) Record voice overs if necessary

f) Obtain informed consent from video subjects and identified authorities.

g) Photography of weight/height/MUAC measurements, fathers caring for children and the implementation of the simplified approaches e.g., community health workers being trained or conducting visits, mothers being trained on family MUAC or doing the measurement at home.

h) Develop storyboard/script for regional video based on footage from the 3 video shoots

The photographers and/or videographers and/or firms should use their own equipment and might be required to provide a list of equipment for clearances and permissions depending on locations.

Expected deliverables:

a) Three videos with minimum resolution of 1280x720: Long-form video (maximum of 3 mins)

b) Script/storyboard of regional overview video (max 2-3 mins) developed.

c) A selection of powerful photos in their original JPEG or RAW format with complete captions embedded in the metadata of each photo. Photos must meet the UNICEF photography digital format and transmission terms.

d) Consent forms are signed by all children and/ or guardians as per UNICEF guidelines.

e) All deliverables (photography and videos) need to be developed in accordance with the guidelines for interviewing, photographing, and filming of children, and in compliance with UNICEF’s ethical guidelines.

Delivery schedule: September 15 – October 15, 2023

3. Assignment: Post-production editing of the videos

a) Editing which includes any additional graphics and visuals, subtitles, sounds mixing, adding voice over, if necessary

b) Edit a combination of three produced country videos to develop a regional (2-3 mins video) showcasing the regional simplified approaches effort.

c) Edit shorter versions of 3 country videos (1 minute or less) that are appropriate for social media used) Feedback and revision based on multiple stakeholder comments.

e) Complete b-roll with shot list and video descriptions, and selection of interview footage (clean with no voiceover, music, or subtitles).

Expected deliverables 3:

a) 3 Fully edited long form videos (max 3 mins) with subtitles where appropriate. UNICEF should also be supplied with ‘clean’ versions (no voiceover or subtitles to enable the creation of translations when required) and b-roll.

b) 1 edited regional overview video from country video footage (2-3 mins)

c) 3 edited short form country videos from country footage (less than 1 minute)

d) Photography accompanied by captions embedded in the photo files as metadata and submitted separately in a WORD document in English specifying depicted activities, location, date, names of subjects, photographer´s name and other relevant details.

Delivery schedule: October 15 – December 15, 2023

Duration of Contract: 15 August – 15 December 2023

Duty Travel: The consultant will be expected to travel to Siam Reap Cambodia and Lombok West Nusa Tenggara, Island in Indonesia.

To qualify as an advocate for every child you will have…

• Bachelor’s degree and above, or certificate in relevant field such as film making,

communications, journalism, marketing and advertisement and photography

• 5 years’ experience in film making and videography

• Demonstrated experience in the area of development/human rights/child

• Relevant experience in the Asia and Pacific region
