The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Office of Procurement Services procures goods and services with over 100M Euros per year, a third of which is for delivery to counterparts in Member States, and the remainder is for delivery to the IAEA's Headquarters in Vienna, and its offices and laboratories. The Division procures, among others, specialized construction services, specialized equipment for use in the wide range of areas related to nuclear and radioactive technologies, activities and material, including medical area, as well as various laboratory supplies and analytical instruments.

Main Purpose

To provide logistics technical expertise for the emergency delivery of the IAEA's assistance to Ukraine and other IAEA Member States by designing, developing and administering procurement logistic planning and ensuring effective delivery.

Functions / Key Results Expected

Logistics service delivery and emergency response

• Review MTPS Emergency Procurement Planning and provide technical advice on logistics requirements, including a logistics roadmap to the country(ies) of destination (step by step guide from supplier to end-users).
• Establish performance indicators for the IAEA freight forwarder specific for emergency deliveries.
• Collect IAEA data available for goods/POs to be delivered, liaise with IAEA global freight forwarder to collect data and provide a weekly logistics report including status of effective readiness of goods from supplier, customs clearances, and effective deliveries to maintain appropriate track of up-coming, pending, and on-going deliveries.
• Build strong working relations with IAEA stakeholders, local authorities where applicable, IAEA suppliers and freight forwarder, to provide logistics advice to all stakeholders on current deliveries, market conditions and country specific logistics requirements.
• Provide technical advice to any emergency procurement project, where the above mentioned tasks are applicable.

Qualifications, Experience and Language skills

• Completed first level university degree (Bachelor's Degree) is required, preferably in Supply Chain Management, Logistics, Procurement, Political Science, Project Management or any related field.
• At least 1 year of relevant experience in logistics, procurement and/or project management within an international organization, preferably in the United Nations System.
• Experience in any of the following fields is an asset: project coordination, emergency logistics, logistics preparedness, drafting of action plans and/or other directly related technical fields.
• Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) and Ukrainian is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
