Deliver training on non-custodial measures for practitioners in Maldives

You have:

• An advanced university degree (Master's degree or equivalent) in the fields of law, criminal justice is required.
• Minimum of 7 years of experience in prison reforms, alternatives to imprisonment, non-custodial measures, and experience in South Asian context is required.
• Excellent understanding/experience of emerging issues related to non-custodial measures in the penal reform sector is required.
• Experience of having worked within the criminal justice sector is required.
• Experience in the usage of computers and office software packages (MS Word, PowerPoint, Teams, etc.) is required.
• Fluency in English with excellent drafting and communication skills is required, knowledge of another official United Nations language is an advantage.

Result of Service UNODC would like to commission a consultant expert on criminal justice reform to deliver training to practitioners in select locations in the Maldives on the implementation of non-custodial measures with reference to the Government of Maldives’ existing mechanism for non-custodial measures and alternatives to imprisonment. Based on the data collected, the expert will develop a tailored training module on non-custodial measures to deliver trainings to the relevant government counterparts including judiciary, prison officers and local councils on the implementation of non-custodial measures.

Building on the inputs during the workshop, the consultant is expected to draft a detailed recommendation report on the Diversion Options to Treatment as an Alternative to Conviction or Punishment within the national legal framework of Maldives and the practical challenges and opportunities in the country context, carried out in-line with international legal frameworks. The report will support the government to strengthen its national response mechanism for non-custodial measures and alternatives to incarceration for drug use disorders.

Work Location Home Based with mission to Maldives

Expected duration The consultant is expected to dedicate 35 working days for this assignment spreading over between April to August 2022.

Duties and Responsibilities Under the overall guidance of the Deputy Representative and direct supervision of the Criminal Justice Expert at the Regional Office for South Asia, the consultant will undertake the following activities:

(1) Collaborate with National Consultant on the desk review of existing materials and information on the legal and policy frameworks and institutional capacities of Maldives on the use of alternatives to imprisonment for drug users and submit a preliminary report.

(2) Develop a tailored training module and deliver trainings to the relevant government counterparts including judiciary, prison officers and local councils on the implementation of non-custodial measures.

(3) Develop a final recommendation report presenting: (i) a situation analysis of the legal, policy and budgetary framework, identification of gaps and obstacles in using alternatives to imprisonment for drug users and reference to current international or regional good practice as appropriate; (ii) Identify existing mechanisms and resources in place to implement the alternatives to imprisonment for drug offenses, with key recommendations based on feasibility, practicality and best practices; and (iii) conducting awareness raising initiatives and providing support to prison services as may be needed in identifying and preparing prioritized lists of prisoners who could benefit from non-custodial measures, focusing on drug offenders.

(4) Incorporate stakeholder feedback with the broader objective of supporting the Government to develop an effective national criminal justice strategy on the application of Diversion Options to Treatment as an Alternative to Conviction or Punishment within the national criminal justice framework.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of law, criminal justice is required. A first-level degree or equivalent academic education, with two additional years of qualifying working experience, may be accepted in lieu of the advanced degree. Experience: - A minimum of 7 years of experience in the field of prison reforms, alternatives to imprisonment, non-custodial measures and some experience in South Asian context is required. - Excellent understanding/experience of the emerging issues related to non-custodial measures in the penal reform sector is required. - Experience of having worked within the criminal justice sector is required. - Experience in the usage of computers and office software packages (MS Word, PowerPoint, Teams, etc.) is required. - Knowledge of and practical experience in conducting assessments and gap analysis is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communication skills, is required. Knowledge of another official United Nations Secretariat language is an advantage.
