How can you make a difference?

The Adolescent Development and Participation Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to support the review of the progress made under Strategy 4 of the Prevention and Response to Adolescent Pregnancy Act and to identify key implementation gaps. Based on the findings related to implementation of the current plan (2019-2021), the consultant is expected to recommend what should be the content of a comprehensive package of welfare support services for adolescents at risk of pregnancy, pregnant adolescents and adolescent parents, as part of implementation strategies for the period 2022-2026. The consultant will also propose a list of key strategies to be reviewed and adopted by Ministry of Social Development and Human Security (MSDHS) for the next implementation period (2022-2026), including a new result framework and indicators to track progress in the next 5 years.

Work Assignment:

  • Review progress achieved by MSDHS during the current implementation period, according the result framework and indicators of implementation strategy 4 of the Prevention and Response to Adolescent Pregnancy Act
  • Through online or face to face multi-stakeholders consultations or interview (depending on COVID-19 restrictions), identify current gaps and challenges in the provision of care and support systems, the protection of sexual and reproductive health rights and the provision of welfare services to adolescents, particularly in relation to quality, coverage, access, inclusiveness and gender sensitiveness of services.
  • It is expected that a minimum of 3 consultations will be conducted. In each consultation, the participation of approximately 5 representatives from key government agencies, NGOs and Youth network is expected. In addition, 5 interviews with key informants will be conducted with key stakeholders proposed by the consultant and agreed with UNICEF and MSDHS.
  • Review relevant national or international documents (policies, studies, research, project evaluation, etc) related to good practices of welfare and social protection for adolescents at risk of pregnancy, pregnant adolescents, or adolescent parents, especially mothers, to be considered by MSDHS in the next implementation phase.
  • Recommend an appropriate (or minimum package) of integrated services for the care and support, protection of sexual and reproductive health rights and provision of welfare services to adolescents, according to the findings from the desk review and consultations with key stakeholders.
  • Propose the list of key strategies to be reviewed and adopted by MSDHS for the next implementation phase (2022-2026) with justification and where appropriate with back up evidence
  • Propose a new result framework and indicators, including baseline, targets, means of verification, and accountable stakeholders.
  • Attend the meetings to be organized in relation to this assignment and where appropriate present the findings and/or the proposed strategies and result framework and advocate for the adoption of the proposed strategies and result framework among key stakeholders.

End Product(s):

  1. Report of current progress of implementation of Strategy 4, according the result framework and indicators of implementation strategy 4 of the Prevention and Response to Adolescent Pregnancy Ac. The report needs to include an analysis of key gaps and challenges in implementation (approximately 20 pages).
  2. Report containing the description of a proposed comprehensive package of integrated services for welfare support for adolescents at risk of pregnancy, pregnant adolescents and adolescent parents, with a clear justification on why the services are important for adolescents in difference situations (at risk, during pregnancy and after delivery) (approximately 10 pages)
  3. Report containing draft list of proposed strategies to be reviewed and adopted by MSDHS for the new implementation phase (2022-2026), including proposed result framework and indicators (baseline, targets, means of verification and accountable stakeholders) (approximately 20 pages)
  4. Final report containing: list of new implementation strategies (2022-2026) and new results framework and indicators (approximately 20 pages), and a power point presentation containing: 1) content of integrated package of services for welfare support for adolescents at risk of pregnancy, pregnant adolescents and adolescent parents; 2) proposed implementation strategies and proposed list of new result framework and indicators for the new implementation phase (2022-2026).

Duration of Contract: 60 working days during the period of 15 June - 31 October 2021.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in Social Sciences, social work administration or similar disciplines.
  • Master’s degree in relevant area of work is an asset.
  • Proficiency in written and spoken English and Thai.
  • Experience with writing technical reports.
  • Strong experience in planning, monitoring and evaluation is required.
  • At least 5 years of experience of work in the area of adolescent pregnancy prevention and related programming on sexual and reproductive health, social protection or child protection.
  • Proven track record in understanding Thailand’s welfare system.
  • Good interpersonal skills. Being able to build partnerships and proactively engage with partners, stakeholders and beneficiaries.
  • Being a self-starter and able to handle multi-task assignments in timely manner. monitoring and evaluation or similar disciplines.
  • Having connections with a network of organizations working on adolescent pregnancy is an asset.
  • Thai Nationality.
