Provide audiovisual production services for UNODC's PLEAD program

You have:

• Advanced university degree (Master's degree or equivalent) in journalism, communications, audiovisual production or related field is required.
• At least 5 years of experience in audiovisual production and public information is required.
• Fluency in oral and written English is required.
• Prior work experience with the Kenyan government and/or an international organization is desirable.
• Knowledge of Kenya's criminal justice sector is an asset.

Result of Service In all locations, the Consultant must adhere to UNODC video and photography policies that apply for courts, probation centres, prisons and other justice facilities, and respect the wishes of national partners and subjects. UNODC has a standard consent form that the Consultant must ensure is signed by subjects. Note that UNODC prefers prisoners and probationers to be photographed from behind or in silhouette, even in cases where personal consent is granted.

The Consultant is required to supply all footage, audio and photos taken during the consultancy to UNODC. Copyright will rest with UNODC. At the end of the assignment, all audiovisual content and photos must be catalogued and supplied to UNODC on an external hard drive (hard drive to be supplied by UNODC).

The Consultant must not supply any of the audiovisual content or photos gathered during this consultancy to any third party without prior, written agreement from the UNODC Regional Representative or Head of the Crime Prevention and Criminal Justice pillar.

This consultancy will involve travel within Nairobi County and to other counties. Note that UNODC is working in a dynamic environment. Work trips may be required at short notice and may be subject to change at short notice.

Work Location Nairobi-based with travels to PLEAD focal Counties in Kenya

Expected duration 120 Working Days between January and June 2022

Duties and Responsibilities Purpose of the assignment

The services of a public information expert who specializes in audiovisual production are required. The PLEAD National Public Information Consultant will contribute to implementing UNODC’s Communication and Visibility Strategy for PLEAD, and achieving its objectives. These objectives include: raising awareness of the positive impacts of PLEAD interventions that are improving the delivery of justice in Kenya and changing lives; demystifying Kenya’s criminal justice system by improving understanding of the distinct roles and services of UNODC’s core government partners; and generating appropriate visibility for the EU and other PLEAD partners with a view to sustaining a strong partnership. The activities carried out under the assignment shall thus adhere to the EU’s visibility standards.

Specific tasks to be performed by the consultant

Under the overall supervision of the UNODC Regional Representative for Eastern Africa and the direct supervision of the Head of the Crime Prevention and Criminal Justice Programme, the incumbent will perform the substantive duties and responsibilities set out below.

The consultancy will focus on audiovisual production, including script writing, filming, audio recording, editing and dissemination of audiovisual products by UNODC and national PLEAD partners in English and Kiswahili. Examples of PLEAD audiovisual content are available here:

The Consultant will also be required to contribute to strategic communications planning and undertake writing, social media support, photography and event support. Regular monitoring and evaluation will also be required. The Consultant’s main day-to-day interactions will be with the PLEAD Programme Manager and PLEAD Senior Communication Specialist as well as the communication teams at national partner institutions. Other tasks must be completed as required.

This will be a demanding role and will therefore suit a versatile communicator with a strong work ethic and good time management skills. The Consultant will perform the following tasks in support of implementing UNODC’s Communication and Visibility Strategy for PLEAD:

- Identify creative ways of achieving the communication and visibility objectives of UNODC, the EU and of our national partners, with a focus on audiovisual content. - Plan, script, record, edit and disseminate a range of audiovisual products in English and Kiswahili, ranging from brief clips to PLEAD Spotlight profiles, case studies and explainers. - Provide technical assistance to PLEAD national partners in the development of their audiovisual products and of other IEC materials as needed. - Liaise with UNODC headquarters to respond to their content requests and successfully upload approved PLEAD content to the UNODC YouTube site. - Maintain and update a PLEAD video library (including filing of consent forms), and contribute to the team’s photo library. - Provide technical and planning support for webinars and online events. - Contribute to the team’s monitoring and evaluation and assist government partners with monitoring the effectiveness of their audiovisual products. - Ensure that all PLEAD-supported audiovisual products give appropriate visibility to the EU. - Provide communications support for specific events and sensitization campaigns as needed, including drafting talking points, press releases and social media and website content. - Contribute content to the quarterly PLEAD Verdict newsletter. - As required, coordinate the work of external service providers, such as video production companies and event suppliers.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in journalism, communications, audiovisual production or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - At least 5 years of experience in audiovisual production and public information is required. - Prior work experience with the Kenyan government and/or an international organization is desirable; - Prior experience in filming and editing sensitive subject matter is desirable; - Knowledge of Kenya’s criminal justice sector is an asset. - Demonstrable storytelling flair, including an ability to translate complex issues into digestible information is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
