  1. Purpose of the Consultancy

    The main objective of this consultation is the establishment and operationalization of Public Health Emergency Operation Centres (PHEOC) in countries of the Eastern Mediterranean Region.

  2. Background

Within the Programme, the Country Health Emergency Preparedness & the International Health Regulations (2005) unit (CPI) oversees the monitoring and evaluation of countries’ preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities, and serves Regionally as the Secretariat of the International Health Regulations (2005). The CPI unit prioritizes support to the most vulnerable countries and works incorporating an all-hazards approach at all three levels of the Organization.

CPI supports countries in developing an all hazard Risk Profile, at national and subnational level, that will guide and prioritize country preparedness. CPI also supports the establishments of operational Public Health Emergency Operation Centre (PHEOC)in countries, which serves as a hub for coordinating the preparation for and response to public health emergencies .

Start date: November 2021

Duration: Feb-April 2022

  1. Work to be performed

Output 1: enhance operational readiness by developing country Risk profile.

Deliverables

  • Conduct national workshop
  • Review background documents
  • Run risk assessment using STAR tool to draft risk profile
  • Follow up with nationals to finalize the profile

Output 2: strengthen public health emergency operation centres to manage emergencies.

Deliverables

  • Conduct a high level and multi-sectorial advocacy meetings for PHEOC’s functions and position within the health sector, at national level.
  • Conduct field assessment for PHEOC capacities on the ground.
  • Provide guidance for suitable infrastructure and ICT.
  • Conduct national workshop to train PHEOC permanent surge staff
  • In coordination with the National PHEOC core team, draft the PHEOC governing (legal framework, plans and policies) and operational documents ( PHEOC handbook, SOPs, Templates, TORs, etc.)
  • Provide guidance on developing data standards , information management and information systems for the PHEOC.
  • Facilitate simulation exercises to test the PHEOC functionalities.

Specific requirements

- Qualifications required:

Essential

Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Emergency management, Public health, health science or any other field relevant for this position from an accredited academic institution.

- Experience required:

Essential

5 to 10 years of progressively responsible work experience in the field emergency management and PHEOC

Desirable

Experience in developing countries. Prior humanitarian working experience at field level, healthy cluster partners and/or other sectors

- Skills / Technical skills and knowledge:

  • Teamwork and Excellent interpersonal skills and ability to work under pressure.
  • Excellent communication and proven ability to communicate effectively.
  • Tact diplomacy and courtesy when working in multicultural and multidisciplinary environment
  • Demonstrated knowledge and experience in operational support to response to health emergencies and events management.
  • Sound analytical planning and organizational skills
  • Strong presentation, and writing skills

- Language requirements:

Essential: Excellent knowledge of English language.

Based on need, feasibility and agreement with countries: Virtual support and/or physical at country level at various countries within EMR,

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

This assignment will include travel but will be decided based on communications with countries.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
