  1. Purpose of the Consultancy

To provide a technical input to support regional efforts to scale up operational readiness level through building and developing the capacity of Public Health Emergency Operation Centres (PHEOC) in countries of the Eastern Mediterranean Region.

  1. Background

Within the Programme, the Country Health Emergency Preparedness & the International Health Regulations (2005) unit (CPI) oversees the monitoring and evaluation of countries’ preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities, and serves Regionally as the Secretariat of the International Health Regulations (2005). The CPI unit prioritizes support to the most vulnerable countries and works incorporating an all-hazards approach at all three levels of the Organization

Within CPI, the area of operational readiness is targeted for enhancement. The Public Health Emergency Operation Centre PHEOC), which serves as a hub for coordinating the preparation for and response to public health emergencies and fulfill country’s International Health Regulations (IHR) obligations is one of the elements for ensuring operational readiness. It enhances communication, collaboration, and availability of real-time and quality information for evidence-based decision making.

  1. Work to be performed

Output 1: Provide technical Support to operational readiness capacities activities

  • Run the Operational readiness and PHEOC assessment tools and follow-up data collection from country level.
  • Compile regional assessment reports based on the assessment tools.

Deliverables

  • Collect Readiness and PHEOC Assessments data from 22 countries
  • Submit Compiled reports for both the Readiness and PHEOC

Output 2: Provide technical insight in the development and implementation of the Detection till response package, supporting Watch and Alert Modes in PHEOCs

  • draft the “Detection till response package”.
  • Prepare background materials and draft technical materials for the consultation meeting to consolidate the Detection till response package.
  • Provide technical input in the development of operational documents for the Detection till response package. E.g. Templates , Information products, SOPs, TORs, etc
  • Contribute to the development of Advocacy and training material for the Detection till response package. E.g., infographic videos, online courses , presentations, flyers,etc.
  • Support Piloting and early implementation of the Detection till response package.
  • Provide support in capacity building through virtual meetings, webinars and country missions for the Detection till response package and PHEOC in general.
  • For the duration of the consultation, Follow up on PHEOC Bi-regional working group, between EMRO and other external partners such as HQ, AFRO, CDC, PHE, ACDC and BMGF

  • consultation meeting report .
  • Submit the technical input in the Operational documents for the Detection till response package is drafted
  • Submit the technical input in the Advocacy and training material for the Detection till response package is developed.
  • The bi-regional working group’s work is facilitated, with follow-up report produced.
  1. Technical Supervision

Specific requirements

- Qualifications required:

Essential

First level university degree in health science, public health or another relevant field

- Experience required:

Essential

Up to 5 years of progressively responsible work experience in the field surveillance, emergency management

- Skills / Technical skills and knowledge:

  • Excellent knowledge of Microsoft office
  • Demonstrated capacity to work within different cultures
  • Demonstrated ability to interact in complex situations involving technical, cultural and political elements
  • Demonstrated ability in coordination with local, national and international entities, project planning and management.

- Language requirements:

Essential: Excellent knowledge of English and Arabic language.

Cairo, Egypt

  1. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

This assignment will include travel but will be decided based on communications with countries.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
