The Consultant - Partnerships, Resource Mobilization of the country office (CO) of UN Women for India, manages the partnerships portfolio in the office and ensures reporting for resources mobilized are conducted on time and to good quality. He/She builds, fosters and maintains partner and donor relations and designs and implements the Country Officer’s Resource Mobilization Strategy. He/She provides senior management and programme teams with advice on new partnership opportunities and facilitates strategic programming and project formulation.

The Consultant - Partnerships, Resource Mobilization works under the direct supervision of the Country Representative. Therefore, the incumbent of this role plays a key role in effective partnership building and resource mobilization. He/She also advises senior management about strategic opportunities for partnerships and supports the overall resource mobilization efforts of the CO. The incumbent will ensure that timely monitoring and evaluation is carried out at outcome level and will lead analysis and documentation of programmatic lessons learned for the purpose of raising more resources.

The Cosultant - Partnerships, Resource Mobilization supervises and leads a team of staff, experts, international and national consultants. All the activities are implemented in close cooperation with senior management, programme and operations colleagues and other colleagues. He/She maintains a network with colleagues from UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors, private sector and civil society and manages the Private Sector Advisory Council to implement his/her functions. The Consultant also establishes innovative financing options for women’s interests in India and of the UN Women office.

Duties and Responsibilities

Develop and manage UN Women’s strategic partnerships in the India Country Office:

  • Identify potential donors keen on gender investing, identify their interest areas and establish working partnerships with them
  • Manage and coordinate relationships with key existing partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships;
  • Set and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships;
  • Provide strategic advice to the India Country Office on building and maintaining partnerships and positioning with potential donors, including country Civil Society Advisory Groups (CSAG); coordinate of the work of the regional CSAG;
  • Advise India Country Office on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.

Manage, and facilitate the implementation of, regional resource mobilization strategies and initiatives:

  • Manage the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Build trust and maintain effective relationships with donors:

  • Provide technical support to the Country Representative and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as a direct entry point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Provide advice and support to strengthen internal resource mobilization capacity:

  • Facilitate partnership and resource mobilization training to program staff and managers based in India Country Office including the development of tools and products, as needed;
  • Advise on and support the creation of UN Women communication products, packages and positions.

Key Deliverables:

  • Timely attention and response to UN Women’s partners and donors;
  • Quality inputs to resource mobilization strategy and timely support to Country Offices and the Regional Office;
  • Timely targeting of funding opportunities and timely tracking of donor intelligence;
  • Quality communication and advocacy products which result in increased resources and a strong investment case for UN Women;
  • Quality monitoring and reporting mechanism to ensure quality of data and limit redundancy in efforts.

Required Skills and Experience

Education:

  • Master’s degree or equivalent experience in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience in gender equality and women's empowerment;
  • Experience working with civil society organizations, international institutions and donors;
  • Experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English and Hindi is required
  • Knowledge of the other UN official working language is an asset.
  • Knowledge of local language is an asset.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (10 points);
  • Experience of working in gender related programmes would be desirable (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (70 points);
  • Relevant published/unpublished work (20 points)
