You have:
- Advanced university degree in political science, international relations, development studies, economics, communication, journalism, public relations or related field.
- A minimum of 5 years of experience in partnerships, external relations, government relations and humanitarian affairs.
- Expertise in the country of China, including key players, financing decision-making processes and dynamics related to positioning as humanitarian donors.
- Previous research work or publications on foreign aid of China is desirable.
- Knowledge of OCHA and humanitarian agencies’ resource mobilization is desirable.
- Fluency in English is required.
- Knowledge of Chinese is desirable.

Result of Service
The consultant will work in three phases: • Phase 1: Development of an overarching, five-year partnership strategy. Suggested timeline (TBC in consultant’s plan of work): First draft/outline due by 3 March 2024; advanced and close-to-final document due by 30 April 2024. • Phase 2: Further develop and articulate an actionable engagement plan that should include strategic options, engagement modalities, partnership strategies and laid out actions. Suggested timeline (TBC in consultant’s plan of work): First draft/outline due by 15 April; advanced and close-to-final document due by 30 May 2024. • Phase 3: Submission of finalized and approved documents, data repository, bibliography, etc. Suggested timeline (TBC in consultant’s plan of work): 15 June 2024.

Duties and Responsibilities
Under the supervision of the Chief of ERPS, the Consultant will have the following duties and responsibilities: • Provide OCHA with a solid and comprehensive understanding of key trends, dynamics and decision-making processes shaping China’s current and future humanitarian engagement and define strategic opportunities and key actions for strengthening its collaboration with public and private partners, • Develop a 5-year partnership strategy that outlines a clear roadmap with identified milestones and actionable recommendations. More specifically, the objectives are to: a) Based on a detailed analysis of current socio-economic, geopolitical, diplomatic and security trends in China which impact humanitarian engagement, identify opportunities for enhanced strategic partnerships for OCHA and the humanitarian system, and present a detailed roadmap. b) Based on a detailed mapping of the current landscape in China, the role of key actors in humanitarian (and development) engagement, and emergency response mechanisms, identify and describe potential entry points, to outline effective strategies and short- medium- and longer-term steps for enhanced engagement with key partners, suggested modalities and required resources, c) Based on an overview of lessons learned and best practices by other multi-lateral organizations actively partnering and fundraising with China, d) define tailored opportunities and channels to effectively advocate for OCHA’s coordination function, promote its tools and services and value proposition of its pooled funds with key decision-makers.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in political science, international relations, development studies, economics, communication, journalism, public relations or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of experience in partnerships, external relations, government relations and humanitarian affairs required. Expertise in the country of China, including key players, financing decision-making processes and dynamics related to positioning as humanitarian donors is required. Previous research work or publications on foreign aid of China is desirable. Knowledge of OCHA and humanitarian agencies’ resource mobilization is desirable.
Languages
Fluency in English is required. Knowledge of Chinese is desirable.
