Duties and Responsibilities 1.Background

The United Nations has a strong and institutional commitment to mainstream human rights including the rights of persons with disabilities, which is instrumental to the achievement of human development and SDGs. The UN Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to bring transformative change in the UN’s work on inclusion of persons with disabilities. The Strategy is applicable across UN programmes and operations; its accountability framework includes two aligned components (1) an entity accountability framework, with 15 common-system indicators, focused on four areas: leadership, strategic planning, and management; inclusiveness; programming; and organizational culture; and (2) a UNCT accountability scorecard on disability inclusion.

The United Nations Sustainable Development Cooperation Framework (UNSDCF) is the key UN strategic document to support the implementation of the 2030 Agenda for Sustainable Development and Sustaining Peace in Lebanon for 2023-2025. The UNSDCF sets out a targeted agenda to help put Lebanon back on a development trajectory that can only be achieved with advancement on the enactment and implementation of key legal and structural reforms. The UNSDCF includes goals that concentrate on key human development themes by (1) contributing to an inclusive social contract, (2) addressing critical challenges to strengthen social protection, and (3) strengthening an equitable access to quality services including for Persons with Disabilities.

This consultancy aims to support in the drafting of the UNCT action plan to mainstream disability inclusion in the implementation of the 2023-2025 UNSDCF, through strengthening progress on disability inclusion through all pillars of the work of the United Nations in Lebanon.

2. Responsibilities

Under the direct supervision of the RCO Team Leader, the consultant will undertake the following tasks: 1. Map, assess and analyze the disability inclusion efforts nationwide and identify key opportunities for the UN and linkages to the national disability strategy. 2. Consult with relevant internal and external stakeholders, including organizations of persons with disabilities (OPDs) and UN disability focal points, on needs and strategic guidance on how to work towards the inclusion of Persons with Disabilities and ensure an intersectional approach including gender. 3. Draft and coordinate the review process of a UNCT’s disability inclusion action plan and strategic recommendations to ensure disability inclusion with an age and gender lens in the implementation of the 2023-2025 UNSDCF in line with best international standards and practices, and the United Nations Disability Inclusion Strategy. 4. Organize and facilitate a validation meeting of the action plan with organizations of persons with disabilities (OPDs) and the UN Country Team (UNCT), while ensuring an intersectional perspective by engaging with Persons with Disabilities from various groups (e.g., underrepresented groups, refugees, migrants, women, children).

Qualifications/special skills A master’s degree in the area of social development or any other related fields is required. A bachelor’s degree is accepted in lieu of master’s with additional 2 years of experience. A minimum of 7 years of professional work experience in Persons with Disabilities related policymaking, planning and programming is required with a master’s degree, or 9 years with a bachelor’s degree. Work experience and knowledge of Sexual and Reproductive Health and Rights (SRHR), women’s studies, human rights, disability law, and health is desirable. Familiarity with the core values and principles of the UN is an asset especially in relation to social protection, Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) is an asset. The candidate should be: - Committed to UN Values. - Excellent in research and analytical skills. - Well organized with attention to details. - Responsive to critical feedback and differing points of views. - Eager and able to acquire and apply new knowledge and skills. - Capable to deliver under high pressure and demanding time-sensitive schedules. - Good in inter-personal and oral and written communication skills.

Languages Fluency in English and Arabic is required.
