Duties and Responsibilities BACKGROUND

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017 (A/RES/71/291). The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

UNOCT Special Projects and Innovation Branch (SPIB) has recently launched the Programme on Threat Assessment Models for Aviation Security (“TAM Programme”), which consolidates multiple streams of expertise and provides selected Member States with the information required to establish a common approach to threat assessments within the context of aviation security, build an interagency coordination model to support the flow and sharing of relevant information, and improve internal operational capacity to comply with international aviation security requirements. It expands upon the UN Security Council’s call for Member States to intensify dialogue and cooperation on aviation security, including risk-related information through operational programming to facilitate greater connectivity between the aviation security workforce and other relevant entities. In this regard, Resolution 2309 (2016) calls upon Member States to regularly review the ever-evolving threat to civil aviation and to align and adapt mitigation measures accordingly. It also urges Member States to implement effective aviation security arrangements to detect threats, strengthen international information sharing efforts, and ensure that all relevant domestic entities work together to improve aviation security effectiveness.

WORK ASSIGNMENT

The Consultant will work under the direct supervision of the ACTAS Programme Management Officer, and under the overall supervision of the Chief of the CTTS.

Specific tasks and responsibilities:

The Consultant will be responsible for the following tasks/deliverables:

 Provide expertise towards the design and the development of learning aides, assessments, tests, quizzes, surveys, and evaluations for virtual and on-site deliveries.  Using learning theories and instructional design methodology, develop and deliver materials for a variety of delivery methods, including virtual and on-site training, as well as mentorship activities.  Provide expertise to analyze existing instructional material with a view to ensuring content matches established objectives.  Conduct ongoing review of related in-house and external resources and materials and develop recommendations/identify opportunities on how these can be leveraged for future initiatives.  Provide expertise to support virtual and on-site delivery of multi-day specialized training and technical assistance activities for a cross-section of national officials including national security, law enforcement, and civil aviation personnel.  Provide expertise to support mentoring (on-site and virtual) for beneficiary Member States to support the preparation and implementation of new standard operating procedures for the interagency governance model.

INDICATORS

Performance indicators are the quality and appropriateness of specialized expertise, inputs and services timely and effectively provided; quality of performance during the facilitation of training sessions; and the timely completion and quality of assignments (development and preparation of material; delivery of on-site and virtual support; reporting through oral and written platforms).

Qualifications/special skills Competency: - Professionalism: Demonstrated professional competence and expertise in the fields of counter-terrorism, international and/or aviation security or related issues, with a focus on capacity building. Has proven advanced drafting and analytical report writing skills. Is able to prepare external-facing communication products, including presentations and other materials. Ability to identify key issues, analyze, and participate in the resolution of key issues/problems within the context of monitoring and evaluation of project activities. Conceptual analytical and evaluative skills to assist with data collection using various methods and conduct independent research and analysis. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Academic Qualifications: Advanced university degree (Master’s Degree or equivalent) in training and instructional design, adult education, organizational development, or a related discipline. A first-level university degree in combination with qualifying experience may be accepted in lieu of the master’s degree. Specialization or additional qualifications in Security (e.g. aviation security, terrorism, national security, international security) will be an advantage.

Experience: Experience: A minimum of seven years of experience in developing and delivering capacity building activities to international audiences ie required. Experience in the development and delivery of training on international security or counter-terrorism issues will be considered an advantage. Experience with developing and implementing national-level inter-agency programmes will be considered an advantage. Knowledge of national tools and procedural requirements in support of the risk management process. Proven experience in technical assistance projects related to counter-terrorism and/or aviation security, including the design and preparation of training materials for international audiences. Experience in delivering training activities as a subject matter expert, including instructing, facilitation, and mentoring in one of the following areas will be considered an asset: aviation security, counter-terrorism, cyber related terrorist threats, intelligence or law enforcement capacity building, national security insider threat, national security/counter-terrorism governance, threat analysis or related field. Experience with building and/or running scenario-based trainings/exercises is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Proficiency in French is desirable. Knowledge of other official United Nations language (Arabic, Chinese, Russian or Spanish) may be considered an advantage.
