Overview

Develop and deliver training on evidence and asset management.

You have:

  • An advanced university degree (Master's degree or equivalent) in Law, criminal justice, criminology, or finance.
  • Formal qualifications or certifications from a recognized national or international organization on Property and Evidence Management.
  • A minimum of 10 years of relevant professional experience in evidence and asset management and/or law enforcement agencies.
  • Experience in providing advisory services to government and private entities and/or training to criminal justice officials.
  • Fluency in English, with excellent drafting and communication skills, is required.
  • Knowledge of another language in the Southeast Asia region is desirable.

Result of Service

Expected tangible and measurable output(s)/deliverable(s): a. Approved training modules/materials with agenda and clear course guidelines on maintaining the value of seized and confiscated assets and the standard and procedures for evidence and asset management; b. Delivery of four days of training to support anti-corruption and law enforcement authorities in Indonesia to enhance their capacity to maintain the value of seized and confiscated assets and the standard and procedures for evidence and asset management c. The final report on the training delivery, including the report on pre-test and post-test; Improved capacities for anti-corruption and law enforcement authorities in Indonesia regarding their ability to maintain the value of seized and confiscated assets and the standard and procedures for evidence and asset management, measured by pre and post-test of the training participants.

Duties and Responsibilities

Specific tasks to be performed by the consultant: To develop a training module with an agenda and clear course guidelines and deliver that training to support anti-corruption and law enforcement authorities in Indonesia to enhance their capacity to maintain the value of seized and confiscated assets and the standard and procedures for evidence and asset management, which include: 1. Understanding the process of selecting and having the appropriate human resources in an evidence management function; 2. Understanding the concept of evidence management; 3. Relevant standards and procedures for packaging, storing, and securing different types of evidence systematically and efficiently; 4. The concept of good evidence storage facilities and how to secure evidence warehouses; 5. The application and development of information systems to automate evidence management; 6. The management of seized and confiscated goods; The training module should also discuss standardization and good practices on: 1. Audit inventories of seized and confiscated assets/evidence; 2. Documentation and records; 3. Packaging standards of seized evidence; 4. Design criteria for storage facilities; 5. Shelving/locker for the seized assets/evidence; 6. Space utilization; 7. Barcode use and security; 8. Safeguards of storage of evidence in the form of currency; 9. Guideline on purging seized assets/evidence; 10. Auction procedure; 11. Diversion evidence; 12. Disposal procedure; 13. Case Studies

Qualifications/special skills

A. Education 1) An advanced university degree (Master’s degree or equivalent) in Law, criminal justice, criminology, or finance in the aforementioned fields; a first university degree or professional training with certification from a recognized international/national police in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree; 2) Formal qualifications or certifications from a recognized national or international organization on Property and Evidence Management. For example, the International Association for Property and Evidence (IAPE), or other similar associations on property and evidence management. B. Work Experience a. A minimum of 10 years of relevant professional experience in evidence and asset management and/or law enforcement agencies; b. Experience in areas of providing advisory services to government and private entities and/or training to criminal justice officials and institutions on evidence and asset management is desirable; c. Working experience with international organizations and national authorities is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Working knowledge of another language in the Southeast Asia region is desirable. Knowledge of another United Nations official language is an advantage.
