Duties and Responsibilities The "Collective vision and framework for action by the Asia-Pacific statistical community", adopted by the ESCAP Committee on Statistics at its fifth session in December 2016, articulates the ambition that "...by 2030, national statistical systems are enabled and empowered to lead development of and to deliver innovative, trusted and timely products and services for urgently needed and evolving statistical requirements of the 2030 Agenda". The transformation of national statistical systems into learning organizations with strengthened skill sets is one of the priority areas of the framework that translates the vision into action.

In this context, ESCAP, through its Statistics Division and Statistical Institute for Asia and the Pacific (SIAP), is implementing the project "Strengthening requisite skill sets for improved quality of SDG statistics in Central Asia". The project is aimed at strengthening the capacity of the countries of Central Asia to produce data for priority SDG indicators, among others through the development of training material in Russian and the design and delivery of training courses through face-to-face and e-learning modalities. The project is funded by the Russian Federation and is implemented in collaboration with the Russian Federation Federal State Statistics Service (Rosstat).

OBJECTIVE Under the direct supervision of the Regional Adviser on Official Statistics the consultant will: - Coordinate with implementing partners to arrange a series of e-learning courses developed by SIAP to be translated into Russian and subsequently delivered by a partner institution - Ensure that the e-learning courses that already have been translated, as well as those that remain to be translated, comply with the Shareable Content Object Reference Model (SCORM) so that they can be hosted on SIAP’s learning management system (LMS) and the LMS(s) of any interested partner(s) - Lead the organization and delivery of two face-to-face training courses, including any translation of required training materials from English into Russian - Ensure close collaboration with the countries participating in the project (Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan), Rosstat and other partners, as well as among the implementing ESCAP entities - Provide arrangements for a successful external evaluation of the project.

Qualifications/special skills A first-level university degree in statistics communication, social science or related fields. A minimum of 5-year working experience or 3 year with higher degree is required. Working experience in SDG statistics or with countries in North and Central Asia is preferable.

Languages Fluency in English and Russian.
