Duties and Responsibilities Background and rationale:

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017 (A/RES/71/291). The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The Office’s Special Projects and Innovation Branch’s External Partnerships Sections (EPS) is responsible for forging partnerships with the private sector, academia, civil society organizations, regional and sub-regional organizations, and all other relevant stakeholders to implement a “whole-of-society” approach to CT and P/CVE initiatives.

There is a growing recognition of the important private sector’s contribution in preventing terrorism and a strong demand from various public and private sector actors for greater understanding of their role and ways to complement governmental counter-terrorism actions. This includes an understanding of the United Nations General Assembly and Security Council resolutions, especially the United Nations General Assembly Resolution 75/291 which stresses the importance of the role of the business community among other stakeholders in the efforts to enhance dialogue and broaden understanding, im promoting pluralism, tolerance and coexistence and in fostering an environment which is not conducive to incitement of terrorism, as well as in countering terrorist narratives.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief of EPS, the consultant would undertake the following responsibilities: - Provide expertise and knowledge on best practices related to building partnerships with private sector and technology in CT/PVE area, including on fundraising activities; - Research technical issues related to scoping of risks and mitigation measures, due diligence and vetting of private sector and business community actors in CT/PVE area; - Provide expert guidance in creating modules and training materials identified by EPS Chief and staff; - Provide technical advice on communications, outreach and relations on the implementation of the EPS programme; - Provide guidance and substantive inputs for the preparation of project documents, strategies, implementation plans, reports and other related written otuputs as requested.

More specifically, it is expected from the consultant that she/he would: - Contribute to strategies, frameworks, tools and training modules on effective partnership and fundraising with private sector and foundations in CT/PVE area and other materials through the provision of expertise, technical inputs and advice on key strategic issues, growing trends and opportunities; - Offer advice and technical expertise on the development of guiding principles and criteria for formalizing partnerships, including through memorandum of understanding and other collaboration arrangements; - Provide advice and support towards organization and facilitation of events and sessions with relevant stakeholders, experts and practitioners from private sector, technology in CT/PVE; contribute towards advancing and facilitating new partnerships, operationalization of communities of practice, through the provision of technical inputs, guidance and advice on key themes, priorities, action points and approaches.

Qualifications/special skills Competency: - Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or another specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Ensures continuous dialogue with the stakeholders monitoring the relevant developments and undertaking the necessary adjustments; Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client. Academic Qualifications: Advanced university degree (Master’s degree or above) in law or business administration, international relations is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: Experience: A minimum of ten years of progressively responsible experience in project or programme management, fundraising, partnership-building, outreach/coordination administration or related area.. Proven experience building and coordinating partnerships. Proven experience with interagency coordination and supporting intergovernmental processes at the United Nations or in another intergovernmental organization. Proven experience in developing fundraising strategy and tools and procedural requirements, including due diligence and risks management assessments and mitigation measures. Proven experience drafting MoUs and other partnership collaboration documents. Proven experience with delivering training activities. Language: English and French are the working languages of the UN Secretariat. For this position, Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
