Terms of Reference:

Support for policy analysis in addressing reduction of healthcare systems’ contribution to air pollution and review of existing legislations related to air quality energy and health in the Western Pacific Region

  1. Purpose of the Consultancy

The purpose of this consultancy is to support the review of the policy settings and governance structures in addressing the reduction of healthcare systems’ contribution to air pollution with the following specific objectives:

  • Stock-take and establish a database for relevant policies, technical guidance and governance structure for zero-carbon healthcare delivery models in the Member States across the Region.
  • Identify issues and challenges by analyzing the policy settings and governance structures for zero-carbon delivery models and develop policy recommendations for selected Member States across the Region.

Additionally, the consultancy support shall review the existing legislations related to air quality, energy and health and establish a database with the focus on the following:

  • National air quality regulations and monitoring arrangements.
  • Implementation arrangements/gaps to meet 2021 WHO Global Air Quality Guidelines.
  • National approach to indoor air quality regulation and monitoring arrangements.
  • Challenges, gaps and actions on long-range transboundary air pollution.
  1. Background

The WHO Asia-Pacific Centre for Environment and Health in the Western Pacific Region (ACE), located in Seoul, Republic of Korea is a geographically dispersed specialized office in the World Health Organization (WHO) Western Pacific Region. The Centre was formally established in a January 2019, with a mission to function as a ‘Centre for technical and scientific excellence’ in contributing to the development of healthier and safer environments and strengthened community resilience to climate and environmental change for health and health equity for all people of the WHO Western Pacific Region. The Centre’s objectives are to:

  • Strengthen the scientific information and evidence for policy making on existing and emerging climate and environmental determinants of health.
  • Assist Member States in developing and implementing policies to protect and promote health and well-being.
  • Support Member States in developing and strengthening technical capacities and programmes in climate change, environment and health.

Contextualizing the 2030 Agenda in the Region requires a deeper understanding of the specific challenges and opportunities that the Member States in the region are currently facing. Therefore, the purpose of this consultancy is to support the implementation of first objective, listed above, with the specific objectives (indicated under purpose above).

4.1 Method(s) to carry out the activity:

  • Conduct desk reviews of all the available policies and documents related to zero-carbon healthcare delivery models and existing legislations supporting the actions on air quality, energy and health.
  • Convene meetings and discussions with WHO country offices, WHO headquarters and the Regional Office for the Western Pacific staff including those working on health systems and public health, Government focal persons, academics, research centres, national technical institutions and WHO Collaborating Centres and other UN and development partners involved in health and environment.
  • Stock-take and establish a database for relevant policies, technical guidance and governance structure for zero-carbon healthcare delivery models in the Member States across the Region.
  • Analyze the policy settings and governance structures for zero-carbon healthcare delivery models and develop policy recommendations for selected the Member States across the Region
  • Database for the existing legislations supporting the actions on air quality, energy and health in the Member States across the Region.
  1. Outputs/Deliverables:

Output 1: Database for relevant policies, technical guidance and governance structure for zero-carbon healthcare delivery models in the Member States across the Region.

Deliverable 1.1: Design template for the Documentation Database.

Deliverable 1.2: Conduct desk reviews of all the available policies and documents related to zero-carbon initiatives with focus on healthcare facilities, air pollution actions.

Deliverable 1.3: Convene meetings and discussions with WHO country offices, WHO headquarters and the Regional Office for the Western Pacific staff including those working on health systems and public health, Government focal persons, academics, research centres, national technical institutions and WHO Collaborating Centres and other UN and development partners involved in health and environment.

Deliverable 1.4: Prepare a database for relevant policies, technical guidance and governance structure for zero-carbon healthcare delivery models in the Member States across the Region.

Output 2: Scoping Review Report including policy recommendations on zero-carbon healthcare delivery models for selected Member States across the Region.

Deliverable 2.1: Identified selected Member States in consultation with the technical teams under the guidance and supervision of Head of Office

Deliverable 2.2: Scoping Review Report including policy recommendations on zero-carbon healthcare delivery models for selected Member States across the Region.

Output 3: Database for the existing legislations supporting the actions on air quality, energy and health.

Deliverable 3.1: Conduct desk reviews of all the existing legislations and governance structures supporting monitoring and actions on air quality, energy and health.

Deliverable 1.3: Convene meetings and discussions with WHO country offices, WHO headquarters and the Regional Office for the Western Pacific staff including those working on health systems and public health, Government focal persons, academics, research centres, national technical institutions and WHO Collaborating Centres and other UN and development partners involved in health and environment.

  1. Specific requirements:

Education Qualification:

Essential: University degree in health science, public health, social sciences or a related field

Desirable: Training in public health planning, health policy or health programmes management

Experience:

Essential: At least Two years of relevant experience in health policy analysis and programme management.

Desirable: Experience of working in developing country context, knowledge of WHO policy and programmes and of the UN and its specialized agencies.

Skills / Technical skills and knowledge:

  1. Ability to research, classify, analyse and sift large amounts of information in a short time in order to report on what is relevant, necessary and pertinent.
  2. Ability to think strategically and help the organization position itself in the most effective manner.
  3. Working knowledge of essential WHO systems, procedures, policies, and structure and willingness to learn and adopt these quickly.
  4. Excellent communication skills with the ability to work well with, and positively relate to, people at all levels and from all backgrounds and orientations.
  5. Ability to work independently, and to take initiative quickly.
  6. Ability to maintain the standard of conduct of an international civil servant and to work harmoniously as a member of an international team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
