The war in Ukraine has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of homes and critical infrastructure. The security situation and the overall operational environment have deteriorated rapidly. Some 6 million people have been displaced internally within Ukraine and some 13 million people are estimated to be stranded in affected areas or unable to leave due to heightened security risks, destruction of bridges and roads, as well as lack of resources or information on where to find safety and accommodation. Many of those displaced are women and children. They leave behind shattered landscapes. As of 1 June 2022, according to the Rapid Damage and Needs Assessment (RDNA) , 817,000 residential buildings, 1,885 education facilities, 581 medical facilities, and 820 cultural buildings were damaged or destroyed. The total amount of direct documented infrastructure damages is US$97.4 billion, out of which the Education sector share is US$3 billion, while the total reconstruction and recovery needs are estimated at about US$349 billion.

The aim of this project is to support national and local governments in reducing further social and economic losses, and to accelerate the recovery process through community infrastructure facilities repairs and reconstruction. In response to the needs of those most affected, vulnerable, and marginalized, as well as the local communities impacted by war, the focus will be to support national and local governments in reducing further social and economic losses, and to accelerate the recovery process by building on prior and other ongoing UNDP work with vulnerable communities ensuring that the poorest and most-at-risk population segments can benefit from repairs of schools in the targeted areas.

Now is a turning point in the history of Ukrainian education. Due to the war unleashed by Russia, we suffered many losses. The war caused at least USD 4.4 billion in damage to educational institutions throughout Ukraine. As of February 24, 2023, at least 2,772 educational institutions were partially damaged and 454 were destroyed, which is about 10% of all educational institutions (at all levels of education) in Ukraine. These estimates do not include the destruction of training equipment, so the true cost of damage is likely to be higher. Today, we face challenges related not only to the reconstruction of destroyed institutions but first of all, to the complete and systematic modernization and transformation of the education system and educational space.

To do this, we need to develop a single concept that will be used not only during the reconstruction of destroyed educational institutions, but also during the repair of existing institutions, wherever they are on the territory of Ukraine. We need a single standard and rules that allow us to transform educational institutions and make them convenient and accessible for all categories of children and teachers, attractive for learning, innovative environments for development.

Currently, the Ministry of Education and Science of Ukraine does not have sufficient capacity to completely cover the entire scope of work that is planned, and therefore requires the involvement of a team that can provide professional expert and analytical support on a systematic basis. The creation and formation of the Office is determined and approved by the order of the State Secretary.

Recovery Support Office at the Ministry of Education and Science of Ukraine is planned to be established. A team of professionals will be called to provide expert and analytical support to the Ministry of Education and Science of Ukraine in the implementation of medium- and long-term projects on the repair and rehabilitation of war-damaged educational facilities.

UNDP Ukraine is providing support to the Ministry of Education and Science of Ukraine in the framework of Repair of Schools in The War Affected Areas Project by funding the position of National consultant on development of legal acts for the implementation of New School Concept Development that will be advertised for the Recovery Support Office for the period 6 months with possibility of extension.

Main tasks: •Development of the necessary regulatory legal acts to ensure the implementation of the Concept. •Interaction with stakeholders in the process of development and implementation of the Concept. •Conducting public consultations. •Coordination and interaction with the responsible structural units of the Ministry of Education and Science. •Preparation of reporting documents.

the law, normative design, public administration, educational reforms is desirable. •Experience in normative design is desirable. •Experience in professional legal work in area of education and science is desirable. •Experience in cooperation with the international organizations and projects is desirable. •Experience in cooperation with Government will be an asset.

Skills and competencies: •Excellent oral and written skills; excellent drafting and formation of reporting •Accuracy, attentiveness and professionalism •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels •Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) •Self-motivated, ability to work with minimum supervision; ability to perform duties within tight deadlines, punctuality •Sound security awareness

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer Expert (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to the availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:

• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2006 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance:

• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.

• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements:

• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period

• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.

• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
