Background and Rationale** The United Nations has proclaimed [a Decade of Ocean Science for Sustainable Development (2021-2030)](https://www.oceandecade.org/) to support efforts to reverse the cycle of decline in ocean health and gather ocean stakeholders worldwide behind a common framework that will ensure ocean science can fully support countries in creating improved conditions for sustainable development of the Ocean. The Intergovernmental Oceanographic Commission ([UNESCO/IOC](http://www.unesco.org/new/en/natural-sciences/ioc-oceans/)) was mandated to coordinate the implementation of the Decade. [The UNESCO/IOC Sub-Commission for the Western Pacific (WESTPAC)](https://ioc-westpac.org/) is the regional body of the Intergovernmental Oceanographic Commission ([UNESCO/IOC](http://www.unesco.org/new/en/natural-sciences/ioc-oceans/)) for the Western Pacific and its adjacent areas. Its mission is to advance ocean knowledge and cooperation through ocean research, ocean observations and services, and capacity development, in order to assist Member States in the conservation and sustainable development of ocean, seas and marine resources. [The WESTPAC Office](https://www.google.co.th/maps/place/IOC%2FWESTPAC/@13.880845,100.5627608,17z/data=!3m1!4b1!4m5!3m4!1s0x30e283b43365b9bb:0xb71bee0bbe5a10dc!8m2!3d13.880845!4d100.5649549) is the IOC Regional Secretariat for the Sub-Commission. It is hosted by the Government of Thailand and administratively attached to the UNESCO Bangkok Office. The Office is located in the Government Complex Building B, Chaengwattana Road, Bangkok, Thailand. To meet the demand of countries in the region, the WESTPAC Office initiated and officially registered an UN Ocean Decade Project UN21: Accelerate Marine Spatial Planning in the Western Pacific, with objectives to assist member states in achieving an ecosystem-based approach to the management of marine space and resources therein, a blue economy and the 2030 Agenda. We are seeking a Marine Spatial Planning Officer who is capable to assist coordinating the development and implementation of marine spatial planning activities in the Western Pacific and adjacent areas, including the UN Ocean Decade Action 21. **Key Duties and Responsibilities** ----------------------------------- **2. Key Duties and Responsibilities** Under the overall authority of the Director of the UNESCO Regional Bureau for the Asia and Pacific, and the direct supervision of the Head of the WESTPAC Office, the incumbent shall perform the following duties, - Assist in the development and implementation of the UN Decade Action 21: Accelerate Marine Spatial Planning in the Western Pacific - Contribute to the assessment of MSP status in the region by whatever means feasible such as literature review, survey, and interview etc. - Coordinate and support the organization of national, and international events on MSP; such as the Regional MSP Forum - Support the development of national and regional capacity for MSP - Contribute to event reports and the regular reporting of MSP activities, including the UN Decade Action 21, to the Head of the WESTPAC Office - Support the office’s activities in the context of the ‘UN Decade of Ocean Science for Sustainable Development, and provide technical inputs towards the development and implementation of MSP related activities - Draft MSP activity proposals for external donors - Prepare MSP related meeting documents, reports, news coverage, publications, brochure and outreach materials - Liaise with relevant stakeholders and Implementing Partners - Perform other functions as requested by the Head of the WESTPAC Office - Submit to UNESCO the following deliverables: - The consultant will produce work products associated with the Specific Tasks outlined above and participate in Ocean Decade and MSP related meetings as well as provide regular updates on progress and monthly activity reports by the end of each month *In line with UNESCO’s overall gender mainstreaming strategy, the consultant is expected to integrate a gender perspective in all activities and apply gender mainstreaming concepts whenever feasible.* **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **QUALIFICATIONS AND SKILL REQUIRED** ------------------------------------- **Education** - Advanced University Degree (or equivalent experience) in the field of ocean science, environmental sciences, ocean management or equivalent **Work experience** - At least 8 years relevant experience in projects related to marine spatial planning, coastal zone management and ocean economy (preferable at international level) - Experience in the organization of international events, and development of technical reports on marine spatial planning **Skills/Competencies** - Good knowledge on marine spatial planning, coastal zone management, and sustainable ocean economy - Good understanding on the environmental, social and economic development in the region - Excellent research, analytical and problem-solving ability - Ability to write and speak clearly and effectively, including the ability to draft project proposals and reports in a concise style - Excellent coordination skills - Excellent attention to detail, proactive, diligent, willing to learn, dedicated and responsible - Highly organized, be able to work on several tasks simultaneously, be able to prioritize and to utilize efficient time management skills - Excellent interpersonal skills, ability to collaborate and work in a team in a multicultural environment **Languages** - Excellent command of English.
