Result of Service

Under the overall supervision of the Director of IDD and the direct supervision of the Chief of IDS, the contractor will undertake the following tasks: a) Lead the implementation of the activities of the projects titled projects, titled "Clean Air for Sustainable ASEAN (CASA), "Advancing the cross-border data sharing platform in pilot countries with a focus on digital public service", and "Implementing the Action Plan 2022-2026 of the Asia-Pacific Information Superhighway with a focus on digital financial inclusion and transformation." b) Lead and supervise the two training programmes: the GIST Master Course on AI Policy and Strategy in 2026 and the ESCAP-NIPA-GIST short term Training Programme on AI Convergence and Applications in 2026. c) Draft, edit, design and deliver analytical reports which will be produced as outcomes of the project in alignment with related UN rules and practices including preliminary research, d) Analyze the trends of AI and network infrastructure and contribute the findings of the analysis to the IDD flaghsip report tittled the "Asia Pacific Digital Transformation Report: Convergence of AI and Digital Infrastructure", e) Assist, as deemed necessary by the Section Chief, IDS officers on other activities at IDS and/or IDD including virtual and in-person meetings coordination and preparations, and reviewing and drafting of analytical reports, among others. f) Coordinate and facilitate the implementation of the KFCC-funded project including implementation of country pilot project, the preparation of Memoranda of Agreement (MoAs), coordination with project partners, preparation of project and communication materials, and organization of meetings, workshops and other project-related activities.

Duties and Responsibilities

The Information and Communications Technology and Disaster Risk Reduction Division (IDD) of ESCAP carries out variety of activities aimed at deepening regional connectivity through the development of ICT infrastructure in Asia and Pacific through the regional cooperative mechanisms entitled the Asia Pacific Information Superhighway (APIS) initiative. To adapt to quickly changing digital environments and new demands, member States developed and implemented the APIS Action Plan 2022-2026 through ESCAP resolution 79/10 entitled "Promoting digital cooperation and inclusion through the Action Plan for Implementing the Asia-Pacific Information Superhighway Initiative, 2022–2026". The Action Plan consists of three main pillars with 25 actions centred on Connectivity for all; Digital technologies and applications, and Digital data. This Action Plan serves as a blueprint for regional cooperative actions for universal digital connectivity, digital transformation and a more inclusive digital society. In this regard, ESCAP has implemented diverse programmes to support member States in implementing the adopted actions through the organization of the APIS Bureau meetings and Steering Committee meeting, the implementation of analytical research and capacity building workshops including the development of training materials, the promotion of APIS website and the sharing of information on regional events and activities. In particular, IDD is carrying out the projects, titled "Clean Air for Sustainable ASEAN (CASA), the MSIT-funded project on "Advancing the cross-border data sharing platform in pilot countries with a focus on digital public service", and the KFCC-funded project "Implementing the Action Plan 2022-2026 of the Asia-Pacific Information Superhighway with a focus on digital financial inclusion and transformation." IDS plans to recruit a qualified consultant to support the project officers to implement these projects.
