Result of Service - Have completed the Contingency Plan for the El Nino Phenomenon (ENSO) 2023 and present it to partners, donors, and the Government. Use this ENSO scenario to facilitate a familiarization exercise or a mini-simulation with EHP members.

  • Have presented ideas and relevant content to the RCO Team for the creation of an event celebrating the 10th anniversary of the Humanitarian Country Team.

  • Have participated and supported the RCO with relevant information for developing a Programme Criticality exercise carried out by the United Nations System in Ecuador, specifically in Esmeraldas and Manabí.

  • Have developed an updated country profile document, having contributed to the search for relevant information and with analytical texts on the humanitarian context in the country, incorporating elements about the political, social, and economic situation that impacts the most vulnerable populations.

  • Have kept all administrative matters related to the consultancy contract up to date, including the issuance of a monthly activity report to be invoiced.

    Duties and Responsibilities Within the limits of delegated authority, the consultant is expected to undertake the following roles and responsibilities:

  • Ensure the mobilization of support for the Humanitarian Country Team (HCT), to promote emergency preparedness and response.

  • Support the Resident Coordinator’s Team in identified emergency preparedness and response activities activating existing humanitarian protocols according to international standards.
  • Contribute to the socialization of the various UN tools, services available for emergency response and preparedness.
  • Identify partnership opportunities among UN agencies in disaster preparedness and risk management initiatives, including the organization of simulations and training.
  • Support in preparing humanitarian analysis documents, briefing packages, presentations, and inputs to the RC on developing an emergency and humanitarian response.
  • Facilitate systematization and knowledge sharing from lessons learned and best practices among UN agencies and regional and humanitarian partners.
  • Promote the coordination of most relevant partners collaborating in various coordination mechanisms, particularly with the Working Group on Refugees and Migrants (GTRM).
  • Participate in inter-agency needs assessment missions when required.
  • Facilitate information exchange with existing coordination structures, following established alert and information dissemination mechanisms, including contributing for the elaboration of situation reports and other relevant information products under the guidance of the regional office.

    Qualifications/special skills- Advanced university degree (master's degree or equivalent) in political science, sociology, law, international affairs, or any field related to disaster risk management. - A minimum of three years of experience in disaster management, humanitarian emergencies, emergency preparedness, crisis management/emergency relief, recovery and development. - Previous experience with any UN agency in emergency response is an asset. - Demonstrated analytical skills and experience in delivering written reports in a timely, accurate and concisely prepared manner. - Microsoft Office computer skills - Ability to work with minimum supervision, effectively, competently and with integrity with people from diverse cultural backgrounds - Familiarity with the UN system is an asset.

    Languages- Fluency in Spanish is Mandatory, good working level of English (spoken and written is an advantage).
