Result of Service

Contribution to the transitional period of the European Commission-Programme Management Unit towards the EC Operations Unit by covering matters pertaining to the UNEP cooperation with the European Commission, with a particular focus on the tasks and responsibilities highlighted below in section 4. The deadlines for delivery will be defined by the Head of CSD EC Programme Management Unit in due time.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Corporate Services Division safeguards UNEP’s corporate interests by providing it with tools and plans for efficient and effective management and by managing its exposure to risk. It does so in line with the core values of the United Nations as well as all other relevant rules, regulations, and accountability requirements. This consultancy is located in the Corporate Services Division and reports to the Head of EC Programme Management Unit in Brussels.

The consultant contributes to the coordination work of the EC Operations Unit in charge of the EC-UNEP operational relationship and other matters pertaining to the cooperation with the European Commission. This will notably entail:

EC-UNEP cooperation beyond the Framework Agreements 1. Reaches out to relevant stakeholders to map: i. all EC funded projects since 2018 and develops and monitors an EC project database (in including repository) and monitoring tool ii. all EC-led verification missions and Residual Error Rate (RER) studies and develops and monitors an EC Verification Mission and RER-studies database. 2. Inquires on EC related project management systems (e.g. OPSYS) and develops factsheets 3. Contributes to the EC-UNEP contract development and management on the EC contractual framework and FAFA-related matters 4. Maintain up to date records of the verification missions, RER studies and other audits 5. Monitors the discussions and developments on the EC contractual framework and FAFA-related matters 6. Conducts research and intelligence gathering 7. Contributes to the set up of a structured knowledge management tool on aspects of the UNEP-EC operational partnership

Throughout the 12 months consultancy, the consultant will notably provide the following outputs:

a. Map and create an EC project database. b. Map and create an EC Verification Mission and RER-studies database. c. Create factsheets and summaries on EC related project management systems (e.g. OPSYS). d. Setup of knowledge management tools jointly with relevant UNEP colleagues. e. Delivers any other duties as defined by the Head of EC Programme Management Unit. The deadlines for the deliveries will be defined by the Head of CSD EC Programme Management Unit during the duration of the consultancy.

Qualifications/special skills

Advanced university degree (Master’s or equivalent) in international relations and development, environment, social development or equivalent field is required. At least 10 years of relevant professional experience working in project and programme management is required. At least 2 years of relevant professional with the European Union institutions and a UN entity, private and public sector or academia is required. Knowledge of the EC contractual framework and the Financial and Administrative Framework Agreement (FAFA) is desired. Working experience in partnership building with large donors is desirable. Knowledge of the broader UN system and working experience with other UN entities, considered a strong asset. Experience in providing capacity building and transmitting knowledge in a structured and innovative way a strong asset. Excellent understanding of excel and data analysis, with close attention to detail is desired.

Languages

Fluency in spoken and written English is required, including the ability to draft written reports, project proposals, presentations and communications materials, and communicate complex ideas and concepts in a clear and concise manner.
