Duties and Responsibilities Organisational Setting and Reporting:

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 120 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

Under the direct supervision of the Head of UNDRR Office in Bonn, and in close liaison with the Early Warning for All (EW4All) Monitoring and Evaluation Working Group, the consultant will carry out the following tasks: 1. Conduct desk research and design the methodology for a global stocktake of early warning systems within the purview of Early Warnings for All initiative. 2. Develop a plan of analysis and identify key data sources for the report. 3. Draft the narrative based on data analyses and outline provided by UNDRR, World Meteorological Organization (WMO) and partner organisations. 4. Incorporate inputs and comments on subsequent drafts and finalize the document for editing and graphic design (editing and design are not part of this consultancy).

Qualifications/special skills - Advanced university degree (Master’s degree or equivalent) in international or development economics, Geography, Economics, other social sciences, Disaster Risk Management, Environment, or other related disciplines is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. - A minimum of ten years of experience in policy analysis for resilience in the context of developing countries is required. - Demonstrated experience in data collection and analysis, conducting consultations and assessments in the field of disaster risk reduction within international capacity development and technical cooperation projects is required. - Experience in early warning systems is desirable.

Languages Fluency in English language is required.
