Result of Service The ultimate results of this consultancy will be as follows:

- Develop the following versions of social accounting matrices for UAE: - A SAM for Dubai 2012 - A SAM for Abu Dhabi 2014 - Version 1 of a national SAM for the UAE economy without fiscal accounts - Version 2 of a national SAM for the UAE economy extended to fiscal policy

Duties and Responsibilities In collaboration with the Ministry of Economy in UAE, the Shared Economic Prosperity Cluster will formulate and implement national economic strategies, strengthening planning and policy analysis, and build a CGE model and a social accounting matrix with the help of this consultancy position.

The objective of the consultancy is to support the building of new Social Accounting Matrix (SAM) for Dubai and Abu Dhabi and to estimate a national SAM for the economy of UAE using the appropriate techniques.

The following activities bill be implemented:

Act 1. Build a Social accounting matrix for Dubai using the IO and SU tables for Dubai 2014.

Act 1.2. Build a Social Accounting Matrix for Abu Dhabi using the IO and SU tables for Abu Dhabi 2014.

Act 1.3 Develop a social accounting matrix for the UAE using the two SAMs for Dubai and Abu Dhabi and appropriate techniques to cover the rest of the economy.

Act 1.4 Extend the SAM to includes fiscal instruments as per additional data provided by the Ministry of economy.

Qualifications/special skills A Master degree or equivalent in Economics is required. A PhD in Economics is an advantage.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of experience in Economic research is required. Experience in quantitative analysis and developing Social Accounting Matrices is required.

Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in Arabic is required; fluency in English is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
