Background

****The total duration of the engagement is for 12 months starting on 1 July 2021 till 30 June 2022. The consultant can be located in any of the UN Member States.****

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women, men, and persons of diverse gender identities as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The UN Women Regional Office for Asia and the Pacific has been jointly implementing the programme entitled “EmPower: Women for Climate Resilient Societies” with the UNEP Regional Office for Asia and the Pacific since April 2018. Funded by the Swedish International Development Cooperation Agency (Sida), the programme aims to contribute to the overall outcome of implementing climate change and disaster risk reduction (DRR) actions in Asia and the Pacific that address key drivers of gender-based vulnerabilities and enhance human rights. At the regional level, it seeks to make intergovernmental and normative processes for climate change and DRR more gender-responsive while at the country level, it supports the integration of gender equality into the climate goals in three pilot countries - Bangladesh, Cambodia, and Viet Nam.

Within the framework of the EmPower programme, UN Women is leading the implementation work on women’s voice, gender statistics and capacity building and technical support to civil society and governments on advancing gender mainstreaming in climate change and disaster risk reduction in Asia and the Pacific. This relates to implementation work under Output 1, 2, 3 and 5 of the programme.

Duties and Responsibilities

Under the supervision and guidance of the UN Women Programme Specialist – Gender and Climate Change and in close consultation with the three gender and climate change focal points based in Bangladesh, Cambodia and Viet Nam, the consultant will be responsible for the following:

  • Organisation of the regional or cross-country learning events or webinars dedicated to capacity building and exchange of learnings and experience on progress in gender mainstreaming in climate change policies, use of gender statistics for climate change policymaking, assessment of interlinkages between gender equality and climate change
  • Support to preparation of the country- and regional-level assessment reports on gender equality and climate change
  • Support to the regular programme monitoring and evaluation and organisation of the final evaluation process to track the programme progress against the agreed results framework
  • Preparation of the publication of the summary of programme results under each programme output with the information on the results achieved by each pilot country
  • Contributions, review and inputs for the knowledge products prepared by UN Women, UNEP and partner organisations on gender and climate change
  • Organisation of side events or sessions at the relevant regional and global events or conferences to showcase the results of the programme, including the events organised by UN Women
  • Any other business relating to the programme implementation

Expected Deliverables

1. Organisation of the learning events or webinars on progress in gender mainstreaming (Payment: 30%)

  1. Organisation and facilitation a cross-country peer-to-peer learning event on gender, human rights and renewable energy. Report on learning event to be submitted by 30 September 2021.
  2. Organisation of a webinar for UN Women on gender and climate change programming (for ROAP and COs in the region) with the objective of raising awareness on climate change programming and identifying areas for collaboration. Report on learning event to be submitted by 31 October 2021.
  3. Organisation of learning events on various topics relating to the programme findings and recommendations (at least 5 events dedicated to gender mainstreaming approaches in climate change and DRR policies; gender statistics; gender costing approaches; gender and human rights; women’s entrepreneurship and renewable energy; role of women leaders, civil society and youth in policymaking; monitoring and evaluation of gender outcomes in climate policies – topics are tentative). Reports on learning events to be submitted by 30 November 2021, 31 January 2021, 28 February 2022, 31 March 2022, 30 April 2022.
  4. Contributions to other learning events organised by UN Women, UNEP or other partners. Evidence of contribution (talking points, planning papers or presentation) to be submitted by 31 December 2021.

2. Support to preparation of the country- and regional-level assessment reports on gender equality and climate change (Payment: 10%)

  1. Providing technical review and advice on assessment reports on the State of Gender Equality and Climate Change and briefs for policymakers, including comments on the reports’ design and finalization of the three UN Women-supported reports (working in a team with colleagues from UN Women ROAP and COs). Evidence of inputs provided to be submitted as needed or at the latest by 31 March 2022.

3. Preparation of the handbook on preparation of the assessment reports on gender and climate change (Payment: 30%)

  1. Preparation of the outline and draft text of the handbook based on the country and regional assessment reports and other relevant information and guidance notes.
  2. Coordination and collecting inputs from UN Women COs, UNEP and other organisations (including authoring teams that prepared the assessment reports) and revising the text based on feedback and review results. Outline and text to be submitted by 31 May 2022.
  3. Working with editor and designer to finalize the handbook. Final text by 30 June 2022.

4. Support to the regular programme monitoring and evaluation and organisation of the final evaluation process (Payment: 10%)

  1. Preparation and compilation of ROAP’s quarterly and annual updates on monitoring and evaluation of programme results in the UN Women’s Reporting Management System. Quarterly, but not later than 1 August 2021, 30 October 2021, 31 January 2022, 30 April 2022.
  2. Compilation of the 2021 interim progress report by collecting inputs from UN Women and UNEP and addressing the comments. Progress report to be submitted by 31 December 2021.
  3. Transferring information from the interim progress report to the 2021 donor report for internal review, editing and finalising the submission to Sida. Donor report to be submitted by 30 June 2022.
  4. Initial planning and organisation of the final evaluation process (with the view to conducting it in Q2-3 of 2022), including by identification of a reference group, coordination with consultant and other relevant UN Women and UNEP teams as well as Sida, and collecting relevant materials and inputs for the evaluation. Planning note, including TOR and timeline to be submitted by 31 May 2022.

5. Contributions, review and inputs to the knowledge products (Payment: 20%)

  1. Development of the concept note and draft outline for a knowledge product on monitoring and evaluation of gender outcomes in climate change and DRR policies by using information from the publications by UN Women or other organisations. Concept note to be submitted by 30 April 2022.
  2. Provision of inputs to various knowledge products on the results of EmPower programme. 30 June 2022.

6. Organisation of events or sessions at the relevant regional and global events or conferences to showcase the results of the programme (Payment: with deliverable 5)

  1. Organisation or providing contributions to side events on gender and social inclusion organised on the margins of various regional or global conferences on climate change
  2. Organisation or providing contributions to events on climate change on the margins of various regional or global conferences on gender and social inclusion. Evidence of contribution (talking points, planning papers or presentation) to be submitted as needed, but no later than by 30 April 2022.

Schedule of Payment

Payment in full upon final submission and satisfactory deliverables of each event.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal Evaluation

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Required Skills and Experience

  • Master’s degree in the field of climate change, environmental management, international development, gender studies, social science, sociology, or other related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years of relevant experience in programme management on gender and/or climate change issues. Experience in capacity building and advisory support to governments is an advantage.
  • Experience in conducting research on gender analysis and gender mainstreaming in the context of climate change and environmental management and developing knowledge products on gender equality.
  • Experience in organizing multiple country events, especially those conducted virtually, on the topics mentioned above.
  • Demonstrated knowledge about gender equality and the empowerment of women.
  • Strong research, writing, analysis skills in the substantive area
  • Fluency in English.
