5. Indicators to evaluate the consultant’s performance . All outputs shall be assessed according to the following indicators: - Quality, content and relevance of the outputs; - Capacity to develop and implement advocacy plans and respond to the section’s needs in a timely fashion.

Expected duration The consultancy is expected for the period from 22 August 2022 to 31 Dec 2022 for 91 working days.

Duties and Responsibilities 1. Background of the assignment The post is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under supervision of the Chief of the Section, or the Officers delegated by the Chief and in close collaboration with responsible Officers for the programmes within the section, with focus on the Global programme to support the implementation of the review mechanism (GLOW97) and the Global Programme on Implementing the Organized Crime Convention: from Theory to Practice (GLOT60).

2. Purpose of the assignment The purpose of the assignment is to support various aspects of the work of the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), with a main focus on the development and implementation of an advocacy and communications plan for the section’s work by contributing to, coordinating and/or guiding the production of communication products such as web content, audio-visual materials, website, etc and monitoring plan for the above-menionted two Global programmes.

3. Specific tasks to be performed by the consultant Under the guidance of the OCB/CSS Chief or the Officers delegated by the Chief, and the direct collaboration with the Officers responsible for the Section’s programmes, the consultant will perform the following specific tasks: 1) development of a communication and advocacy plan for CSS and its programmes; 2) development of advocacy content in coordination with substantive officers and UNODC Advocacy Team, management of the section’s Twitter accounts, continuous update of the websites/platform in line with a social media calendar, coverage of relevant programme activities, and the maintenance of digital engagement. 3) Coordination and preparation of the of the two programme’s newsletters (quarterly newsletter for each programme) in close coordination with relevant colleagues. 4) Support the website-related work as needed. 5) Collection and processing of relevant information, data and supporting material, for the production of change stories and other advocacy products. 6) Monitoring and evaluation (M&E) at the level of the Global Programmes and at the section level through developing and applying data collection systems, developing analysis and reporting tools; documenting programme achievements; and monitoring against results-based frameworks. 7) Manage the SHERLOC and UNTOC review mechanism resource centres during the sessions of relevant inter-governmental meetings (COP);

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, or related area (including graphic design, information technology, media, public relations, social sciences, film, video, multimedia production). A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of five years of progressively responsible experience in advocacy and communications is required; - Experience with website content management systems is required; - Proven knowledge of social media applications is required. - Proven knowledge of video and graphic software such as, but not limited to, Adobe Premier, Final Cut Pro, Photoshop, Illustrator and InDesign, is desirable; - Experience in crime prevention and criminal justice, organized crime or closely related fields is desirable; - Experience working in or for an international organization is desirable; - Experience in monitoring and evaluation of projects/programmes is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
