Duties and Responsibilities

Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) strives to support its member States to better adhere to their international commitments as stipulated by the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration and Platform of Action, the Agenda 2030 for Sustainable Development, and the Women, Peace and Security (WPS) agenda. In delivering high quality support to member countries, the ESCWA Centre for Women under Cluster 2 on Gender Equality, Population and Inclusive Development, provides analytical research papers, policy briefs and technical materials, as well as interactive tools, along with capacity building workshops and the organisation of expert group meetings. In this context ESCWA seeks to recruit a consultant with work experience in gender equality and women’s empowerment to contribute to ESCWA’s efforts in advancing its work on these topics. The Consultant will support ESCWA’s efforts to increase policy coherence amongst member States and promote improved capacities of institutions and other stakeholders. Specific focus will be given to analyzing legal framework influencing gender justice for all women and girls, combating violence against women and the WPS agenda. Duties and Responsibilities: The consultant is expected to support the successful completion of the project’s outputs including: • Undertake research and contribute to the development and drafting of background papers, policy briefs and training material on a wide range of topics relevant to gender equality and women empowerment (e.g. gender mainstreaming, gender issues, UN SCR 1325, violence against women, women participation, employment, the SDGs, etc.). • Prepare a variety of studies, reports, background papers, parliamentary documents, etc. on a wide range of topics relevant to gender equality and the empowerment of women. • Design data collection tools and undertake analysis as needed. • Contribute to the design and development of online platforms on gender justice, violence against women and the women, peace and security agenda including websites and tools. • Contribute to the planning and organization of regional and national meetings and workshops, and to the substantive servicing of these events including the selection of participants, development of background documentation, preparation of reports, etc... • Provide technical assistance to governments and other bodies in the formulation and implementation of policies and programs related to gender equality and gender mainstreaming. • Support governments in the preparation of reports on international frameworks and instruments (VNR, CEDAW, etc.). • Design, monitor, backstop and assess the implementation of technical cooperation programmes and projects. • Conduct training seminars and workshops for government officials and other stakeholders. • Undertake other duties as needed.

Qualifications/special skills

An advanced university degree preferably in Gender Studies, Sociology, Law, Economics, or other social science or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 5 years of professional work experience in socio- economic development, legal and policy analysis, sociological research or related area is required. Research experience on gender-related issues is required. Experience in the Arab region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
