Job Description

Background of the project

The IRC has 15 years’ experience working in Somalia, working closely with the Somalia Federal Government, the Ministry of Health (MoH) and Ministry of Women and Human Rights Development at district, local and national levels. With the main office in Mogadishu and satellite offices in Garowe, Galkacyo and Dhusamareeb, IRC’s activities are in the sectors of health including sexual and reproductive health, nutrition, WASH, protection, and food security and livelihoods programs are implemented in these locations.

IRC Somalia considers non-Communicable diseases (NCDs) programming as an important component of health programming, integrating NCD care within existing primary health care services in health facilities and community outreach activities. In 2021 IRC supported 14,724 outpatient consultations for NCDs at primary care level.

IRC and MoH in Somalia will collaborate on the Sustainable Community Engagement on NCDs Prevention in Somalia project which is intended to complement the efforts of the MoH in addressing NCDs in the Somalia. This project seeks to enhance community awareness and engagement in prevention and management of NCDs through strengthening the role of community health workers (CHWs) in delivering primary NCD interventions and preventive activities in Benadir region, Somalia. The intervention will broadly focus on capacity improvement, information dissemination and engagement of the MoH in establishment of sustainable structures within the region for better management of NCDs.

Scope of Work:

The services of a consultant are required to lead development of an NCD training curriculum for Somalia. This work will be undertaken under supervision of the IRC and MoH, involve collaboration with Somalia MoH NCD Working Group partners. The training curriculum will focus on CHWs and include interactive components, team-based approaches, use of information, education and communication (IEC) materials, use of relevant diagnostic equipment and allow mentoring/on-the-job learning. The standard national curriculum will be CHW centered and applicable throughout Somalia.

Deliverables:

The consultancy will take a collaborative approach, working with IRC and MOH to accomplish the task. The materials will be based on principles of adult and participatory learning, include opportunities for participants to engage and include a significant amount of time for participants to participate in activities. Context, beliefs and culture should be taken into consideration, making for an inclusive and supportive learning environment. Any PowerPoint presentations, where necessary, should be brief. The consultant will develop an action plan and timelines for each stage of the process.

Stage 1: Agree on terms of assignment and key outputs, introduction of key stakeholders, development of curriculum development workplan (2 weeks).

Stage 2: Desk review of existing CHW curriculum for NCDs at primary care level, methodologies used and propose suitable approach for discussion with key stakeholders (2 weeks).

Stage 3: Design curriculum, present to key stakeholders and obtain feedback (3 weeks).

Stage 4: Pilot curriculum and obtain feedback (2 weeks).

Stage 5: Finalize curriculum and disseminate to key stakeholders (2 weeks).

IRC will make available to the consultant all existing materials for NCD training of CHWs from various countries including Thailand, Jordan, Kenya, DRC as well as materials from other agencies and ministries of health in other countries. IRC will make necessary introduction of the consultant to relevant stakeholders.

Reporting:

The consultant will report to the Somalia Health Technical Coordinator and the IRC NCD Technical Advisor on a day-to-day basis. The IRC Somalia NCD Officer and Senior Community health manger and officer in addition to the country M&E team and Health TA will be kept copied on all communication. The consultant will present information to the Somalia MoH NCD Working Group on a pre-agreed date.

Payment Rate and Schedule:

The agreed upon consultancy fee will be paid on an agreed upon schedule detailed in the contract on delivery of the below key outputs:

Inception report detailing approach to assignment.

Draft training curriculum for pilot (course timetable, session plans, workbook sheets, PowerPoint presentations, handouts and other resource materials, list of references used).

Finalized curriculum with IRC, MoH and NCD WG sign-off (English and Somali versions of all materials)

Requirements:

Educational Background and Experience: Public Health background with qualifications in public health education and management; Experience designing and rolling out training curricula for health workers; At least 5 years’ experience working in fragile settings in low- and middle-income countries. Proven experience in capacity strengthening development and implementation, mentorship skills. Demonstrated experience in use of new learning technologies in diverse settings. Previous experience in developing similar curriculum and supporting MoH capacity building activities could be additional benefit

Ability to communicate effectively and work collaboratively with a wide range of stakeholders
